Personnel as an object of management

In today's world, no organization can exist and function normally without human management. Competent staff allows the organization to solve the tasks assigned to it. In order to bring up qualified personnel, intensive work of specialists in the work with the staff is required, because personnel as an object of management require a lot of attention and a personal approach.

Personnel are all the human resources that an organization has. Personnel management is a certain concept and a set of methods of work of personnel management. Personnel as an object of management is one of several elements that focuss the personnel management system. Other elements of personnel management: firm resources, social infrastructure, forms of training, leadership style, labor organization, labor regulations, motivation, etc.

The Human Resources Department carries out many duties, the main functions of the personnel management service are:

- regulation and evaluation of employees' activities;

- selection of staff and assistance in adaptation at the workplace;

- formation of the personnel reserve, career planning;

- organization of training and staff development with the use of various forms and methods;

- staff motivation;

- organization of a system of benefits and compensation;

- support and legal regulation of labor relations;

- registration of personnel documentation;

Depending on the size of the organization, the number of human resources specialists will be different. If the collective of the firm consists of several people, then it will be enough to accept only one specialist for work with personnel. The organizational structure of the personnel management service is the communication and cooperation of the units and individual employees who perform the tasks of providing the organization with personnel. The stronger and more natural these links between departments are, the better organized management work with personnel is, therefore, the formation of these ties is one of the priority tasks of the personnel service.

Any personnel management service pursues the main goal - timely and prompt provision of the organization with qualified specialists. To achieve this goal, the HR department solves several specific tasks:

  1. Analysis of staffing needs of the organization;
  2. Involve third-party specialists / improve skills already working;
  3. Analysis and correction of employees' activities;
  4. Formation and maintenance of corporate culture.

Naturally, personnel as an object of management was considered for a long time, only methods of influence on it have changed. Modern staff management services have grown from the merger of several already existing departments: the Human Resources Department, the Occupational Safety and Health Department, the Labor and Wages Department, etc. Well, if the staff of the HR department clearly understand their tasks and functions, strictly follow the goals set, apply innovative methods, learn and improve in their work. Often the merging of divisions does not bring anything new to the work of the personnel service.

At a modern enterprise, it is not enough simply to accept, transfer, fire employees and conduct personnel documentation. Now it is required to develop effective systems of stimulation of labor activity, to manage professional advancement. And then the staff as an object of control appears in a completely different light. There are new sectors in the HR departments: the development sector, the motivation sector and the human resources sector. The majority of managers are beginning to realize what opportunities for growth and prosperity of the organization are provided by the competent implementation of personnel policy and human resources management.
