The novice manager invariably faces personnel problems. Professionals of their business, who grew up to the head of the enterprise, are basically people of 35-50 years who are not familiar with modern requirements for personnel management. Therefore, they have to master the science of management anew. The system of management methods is a large layer of knowledge of the manager, which makes it possible to build an effective work of an enterprise or organization.

The system of methods of personnel management includes methods, techniques that are used by management (management personnel) to activate staff in the production process, as well as to meet the needs of employees.

Researchers determine that the system of management methods consists of several groups:

- economic methods

- Organizational and administrative methods

- social and psychological methods

Examining economic methods, management researchers identify methods of motivation based on: material motivation (wages, bonuses), social motivation (orientation to socially significant interests) and power motivation (disciplinary actions, administrative documents, etc.).

The system of management methods includes a large group of organizational and administrative methods of management, the purpose of which is to regulate the activities of personnel, determine their rights and duties of employees. From this category are:

A) organizational and stabilizing facilitate the establishment of interpersonal and group relationships (states, enterprise structure, regulation of activities, etc.). The methods include regulation, rationing, instruction.

B) regulatory are intended for the operational management of personnel (orders, orders, contracts, instructions) that express a measure of administrative influence.

C) disciplinary methods ensure the stability of the enterprise and the responsibility of personnel.

From employees requires executive discipline, that is, mandatory and high-quality implementation of orders and orders of managers. In order for staff to have high executive discipline, employees must have high qualifications, experience, initiative. In turn, effective staff management implies an increase in the level of discipline of employees through the establishment of specific deadlines for carrying out assigned tasks, checking the activities of employees, determining the personal responsibility of the specialist for the result, establishing incentives for high-quality and timely (early) performance of the task.

An interesting group of socio-psychological methods of management. The goal of the head and his staff is to change personal and collective attitudes and values regarding work activity, to increase the creative activity of the staff, to harmonize the relationships in the team or in the group of employees.

Social management includes social forecasting (the goal is the definition of conditions for planning the social development of the enterprise), social planning (compiling a social development plan), social rationing (establishing certain standards of staff behavior), social regulation (maintenance of social justice and employee-to-employee relations).

The psychological methods include: the acquisition of small groups, the humanization of labor, the recording of personal psychological characteristics, professional selection, the establishment of psychologically adequate relationships with subordinates.

The beginning leader should understand how a system of management methods is formed. There is a certain sequence. First, it is necessary to assess the situation with regard to personnel, the analysis of tasks in order to determine the main areas of impact on the team. The second stage is the selection and justification of specific management methods. Thirdly, it is necessary to create appropriate conditions for the application of management methods.

So, we come to the conclusion that the essence and the system of management methods is an obligatory object for studying newly appointed managers, as well as those who decided to start an independent career of a businessman.
