Is Raikom an actual concept or an anachronism?

Have you encountered a situation where the word simultaneously causes both a sense of strength and the inability to interpret it accurately? These include the old term "district committee". This word is remembered by the older generation. It caused trembling in many people and almost all fear. It was associated with an unlimited power that could rise to the top of success or plunge into the abyss of terrible ills. Do you think that this is an invention? Direct meaning of a word

Terms usually begin to learn from dictionaries. Raikom is a reduction, says one of them. A word is composed and two, together denoting the organization. The district committee - so our term is deciphered. It was used to refer to a certain collegial body, which was created on a territorial basis.

The district was considered the lower link of the middle level in the chain of division of the entire area of the country. And even now the inhabitants of the outback indicate it sometimes in their address. A mighty USSR was territorially built like this: a republic, a region, a district, specific settlements.

This concerned the countryside. In the big cities there was a subdivision into the districts, but within the settlement. We write in such detail that the reader will understand what the district party committee was for the people. But more on that later. The country was then ruled by a giant force - the CPSU. Soviet citizens did not hear of any multiparty system. The power was concentrated in "one hand", extending to the whole vast territory.

A bit of history

Experts today talk a lot about the USSR. This country has passed many periods in its development. And all of them, one way or another, were connected with the Communist Party. They say that I.V. Stalin tried to tear off the CPSU (b) from the helm, but did not have time. He wanted to give power to the local executive committees, dealing, as now, with the solution of specific issues of citizens' lives. But the partnomenclature resisted. In each region, there were two bodies that worked on developing solutions. They were the executive committee and the district committee of the party. But the latter were more important, since they controlled ideology. The first secretary of the district committee headed the region. He was a real master, only desperate people tried to contradict him.

Secretary of the District Committee: functions

The CPSU is a powerful organization, of which many citizens were members. It was not just the largest in the Union, but also the only political force. Members of the party were subject to discipline. Management could well get into not only their work activities, but also watched closely the personal life and domestic behavior.

This circumstance made the district committees all-powerful. The people were simply afraid of the reaction of their superiors. We must understand that the district committee of the party possessed immeasurable power over every citizen, not just party members. Here questions of career, training, the blessings were distributed and many other things. To receive, for example, a managerial position without the secretary's approval was unrealistic. We draw a conclusion: the district committee is a means of pressure on the population in order to strengthen the power.

Extension of the system

In the USSR, not all were members of the CPSU. Unreached by the discipline of citizens, the state was afraid. Because they were actively admitted to trade union organizations. This movement in the country of labor was well developed and also structured.

Primary organizations were created at enterprises, as were party organizations. They delegated their representatives to the trade union district committee. By the way, the posts in this body were considered the most criminal: you do not do anything, and you get a good salary. Naturally, it was possible to get into such an organization only by agreement with the district party committee.

The trade unions had their own resources. They were distributed by their central bodies, and at the local level - by the district committee. That is, the employees of this body had the opportunity to get a ticket to the sanatorium without a queue or go abroad on a limit. Many wonderful things happened in the life of Soviet citizens.

And now what?

The system of district committees remained in some parties and public organizations, but seriously weakened. And the nominal functions do not differ much from the former ones. The district committees are the bodies that coordinate the activity of the social movement that forms them at the territorial level. Primary organizations are subordinated to them. The district committees receive instructions from above.

As a rule, there are also regional committees. This is a higher level of territorial organization of the party or movement. All these bodies are designed to participate in the development of the decision, to bring them to the primary organizations.

Everything, as before, only the authorities they are deprived. Today's organizations do not have the material resources that the CPSU enjoyed, so people do not treat them with that trembling and fear. In addition, employees of modern committees of different levels work on a voluntary basis. And this, you will agree, is very different from official employment with a serious salary.

A little positive and nostalgia

Citizens, of course, were afraid of the big bosses from the district committees, but they found a way to use the situation in their favor. This omnipotent organization could be very effectively complained. The abuser was waiting for a serious disagreement with a reprimand on the party line, if he was a member of the CPSU.

So, the devoted wives wrote to the district committee to keep their husbands. Hard workers complained about the heads of enterprises, and the villagers addressed the chairmen of the collective farms. With each appeal, they did not understand it formally. Believe me, for the party leadership letters of citizens were like bread. For each significant person his daddy was going to keep him in check. And people received if not material, then moral satisfaction. And they lived in the USSR!
