The organizational structure of personnel management is based on the identification of the basic requirements that an employee of an enterprise must meet to perform his / her duties in a qualitative and effective manner. Adaptive assessment determines the level of compliance of the employee and organization, as well as the flexibility of the qualities of employees. All elements in the structure of personnel management are interrelated and interact with each other. At the same time, the main feature of the personnel management system is that management can not be performed by one entity. Any system of personnel management is a complex structure, formed within the role system and a variety of activities that are integrated into one.

Considering the personnel of the enterprise as an object of management, it should also be borne in mind that the personnel management services necessarily perform several functions, for example:

- they must develop business plans for personnel management to clearly present their goals;

- determine the need of the organization for employees at the present time and for the future;

- develop a program for the development and training of personnel, ensure its implementation;

- make up a system for assessing the qualifications of a professional and checking the professional and personal qualities of newly recruited staff;

- to compile normative documents for the work on personnel management: job descriptions, regulations on the department, etc.
