Unauthorized garbage dump. Utilization of industrial and domestic waste

The widespread pollution of the environment by now has become global. One of the first large cities and megacities were mired in garbage. Over time, ubiquitous "littering" reached small towns and villages. They did not escape this sad fate and the coast of rivers, lakes, forests and fields.

That is why the elimination of unauthorized landfills is one of the most important tasks that modern humanity must simply solve. What is so dangerous is the ubiquitous storage of all unnecessary and how can this be combated? Let's understand.

Rubbish is the scourge of civilization

It is customary to call garbage a waste of human activity. Globally, all wastes can be divided into two categories:

  • Household garbage - all that remains as a result of human consumption of various products and equipment;
  • Industrial waste - the residue from the processing of materials in the production of a variety of goods.

Garbage dump is a sign of a discrepancy between human life and environmental standards. The population of the Earth today is a society of super consumers. A huge part of everything that we produce and consume, falls on several dozen megacities scattered around the globe.

Practically in every city and town there is a special place designated by the authorities - a landfill that is intended for storing and storing solid household waste. However, in addition, there is an unauthorized dump in each locality (most often not one). Under this definition, any unauthorized storage of solid waste (garbage) with an area of at least 50 m 2 and a volume of more than 30 cubic meters falls. Simply put, it's a bunch of pretty impressive sizes.

Dump: what is the danger

Any unauthorized dump is not only very unaesthetic, but also dangerous. Each such heap is a kind of chemical laboratory that produces harmful toxins and circulates miasms around itself.

Atmospheric precipitation, passing through piles of debris, as through a filter, get into the soil, and then into underground waters, rivers and lakes, changing their chemical and physical composition.

Unauthorized dump, as, in general, and legal - this is a real hotbed of contagion. Such places are very quickly chosen by mice and rats, birds, cats and dogs. Of course, here homeless animals can easily find their livelihood and not die of hunger and cold. But, on the other hand, moving around in adjacent territories, they carry on themselves various infections and diseases, which often becomes the cause of epidemics.

To whom to complain?

What can you do if you notice that a lot of domestic waste begins to form near your house or on the way to work, and there is no garbage collection? Of course, the easiest way to pass by, reassuring yourself is that it has nothing to do with you. But if this option does not suit you, you need to start fighting.

Since the purity in the city is a problem of local authorities, first of all it is necessary to draw a statement to the head of the city. The application must necessarily be collective, for example, from all tenants of your home. Single treatment, most likely, simply "drown" in a bale of others. In the application, please indicate which reaction you are expecting from the city administration: to conduct an investigation, establish a fact, draw up an act, identify the perpetrators, remove the garbage and so on. The period for consideration of such treatment is 30 days. It is also necessary to specify the address to send the answer to.

If you live in a multi-storey (multi-apartment) sector, be sure to complain about an unauthorized landfill to a management company or housing and communal inspection, to which your home belongs. Timely removal of garbage is also their concern.

If all your appeals do not work, go to more active actions. It will be necessary to carry the statements to the prosecutor's office and the police. Only now it is necessary to complain not only to the dump, but also to the failure of the city administration to fulfill its direct duties.

If nothing helps, you will have to start an open war. Here you can not do without the help of a lawyer, since the next step - in court order to oblige the city authorities to remove trash.

Also, coverage of the problem through local and federal media, online publications, public events and flash mobs can become effective. In the pre-election period, you can turn to a candidate for deputies in your district.

How to draw up a complaint

If you are worried about an unauthorized dump, and you decided to fight it, you need to properly write a statement (complaint). Let's see how to do it:

  • As usual, in the upper right corner we indicate the addressee - the organization to which we send the letter; If there are several, then you need to list everything, every new line in the column. In each instance you need to send a separate letter, with the same text and attachments, if any.
  • In the center of the page, we write the word "Statement" or "Complaint".
  • In the text of the appeal, indicate your surname, name and patronymic, the location of the landfill, as well as requests for its liquidation; It is very important to describe in as much detail the place of detection of "disgrace", because according to your description, the inspector must leave to check the facts stated.
  • If possible, attach photographic materials confirming the presence of trash, and if there is a garbage dump outside the village, it is worthwhile to attach a more or less detailed map with an exact indication of the location (you can also draw a diagram of the passage "by hand" and point out the main landmarks) .
  • Further in the text of the letter indicate that, according to the law, the administration (organization) should send you an answer within a period not exceeding 30 days. Since envelopes are often lost, specify the address where you want to send the answer, right in the text of the letter.
  • Now put the date of writing (left) and the signature with the decryption of the surname, initials (right).

If you attach any materials, number them as "Appendix 1", "Appendix 2" and so on, and list them immediately after the text of the letter. For example, this:

  • Appendix 1. Location map.
  • Annex 2. Photo fixing of the fact of an unauthorized landfill - a color photograph, size 10 x 15 cm.

Ways of delivery of the complaint to the addressee

There are several ways to deliver your message to the destination:

Option 1. This method is the fastest, cheapest, simple and inefficient. You just need to send an email to all organizations that interest you. As a rule, such applications are not registered anywhere, and therefore your appeal will most likely be simply ignored.

Option 2: Send by regular mail. Note! The letter must be necessarily registered with a notice of delivery. This is a paid option, but it is very inexpensive. Send a registered letter with a notification on your pocket even to a pensioner or student. That's how you can be sure that the statement will get to where you need it, and you will have confirmation on your hands. Be sure to save the notice - this is your insurance against the fact that the letter "lose".

Option 3. The most reliable. Personal delivery of the complaint for the intended purpose. To do this you will have to spend a little time. You need to come personally to the specified organization, find there correspondence department, general department or secretary and leave your application to them. Be sure to ask to register your letter, and you will be informed of the incoming number. Write it down. It is best to prepare two copies of the complaint and ask the host to put on one of them a stamp with the number and date of admission. You will take this copy with you, it will confirm that the letter was received, and you are obliged to respond.

What threatens violators

The response to your appeal should not only be the elimination of a garbage dump, but also the search and punishment of those responsible.

Responsibility for such actions is provided for in administrative (Article 8.2 of the Code of Administrative Offenses):

  • From 1 to 2 thousand rubles - for individuals;
  • Up to 50 thousand rubles. - for entrepreneurs;
  • Up to 30 thousand rubles - for officials;

In some cases, criminal responsibility is also provided - up to 2 years of imprisonment (Article 247 of the Criminal Code of the Russian Federation).

The application to the guilty person of any of these measures of influence does not relieve him of the obligation to liquidate the violation and remove the garbage.
