As a rule, restoration activities are carried out in accordance with two principles: reconstruction and conservation. Reconstruction - a work that allows you to recreate the subject on the available descriptions or images. Conservation is a measure to stop the destruction of an object. License for restoration

The activities for the restoration of objects of historical or cultural value in Russia are subject to licensing. The applicant is entitled to work in this field in the Ministry of Culture. To obtain a license for restoration activities, a person must provide a number of papers and pay a fee in the prescribed amount.

Licenses for restoration must be received by enterprises that carry out design, preparatory, scientific and prospecting, general construction and conservation activities for the restoration or preservation of a valuable object. In this case, the enterprise receiving the license must strictly adhere to the requirements and conditions of the license.

Please note that restoration work on the restoration of objects of historical or cultural value, without the relevant license is considered illegal. The license is issued on a permanent basis and has no validity period.

Requirements for the applicant

A license for restoration is issued on the condition that the applicant meets a number of mandatory requirements:

  • Has the status of IP or a legal entity.
  • He has a specialist with experience in the field of culture and restoration.
  • Observes the requirements of the laws of the Russian Federation.
  • Works in accordance with the procedure established by the current legislation under the supervision of an experienced and qualified restorer.

In addition, the applicant must submit documents to the ministry confirming the company's ability to carry out restoration works.

The license application is considered within 45 days. In some cases, the review period may be reduced to two weeks.

Together with the documents that give the right to carry out the restoration work, the applicant receives a list of recommendations and rules that are set by the current legislation for this type of activity. If non-compliance with regulations is noted, this may entail the withdrawal of a license, without which restoration work is impossible. In addition, a license may be revoked if it is found that the documents submitted for review were forged or contained inaccurate information.
