Land management is one of the most important directions in the legislation, through which planning, study, organization and use of land resources takes place. Moreover, relations relating to all forms of ownership, namely, state, municipal or private, are regulated.

Main goals

Since land management is a legal category regulating the exploitation of land, it includes a list of specific activities and activities. They are used in the following cases:

  • Changing the size and boundaries of different land plots;
  • Use problem areas, improve their quality;
  • Protection of the earth from natural disasters, emergencies and natural disasters;
  • Detection of objects with various violations;
  • Restoration of land after the impact of natural disasters.

The main functions and tasks of this sphere are as follows:

  • Obtaining information on the quality of land throughout the territory of the Russian Federation;
  • Development of plans for the use of sites;
  • Compilation of an inventory, including information on the location and quality of the land;
  • Definition of borders;
  • Control over lands owned by indigenous peoples.

Land management is, first and foremost, actions aimed at control and conservation of land located on the territory of Russia.

Objectives

The goals of land management are quite extensive and make up the following list:

  • Ensuring effective use of land plots;
  • Protection of territories both from natural disasters, and from illegal human activities;
  • Improvement of land quality and provision of favorable conditions.

Land management also includes works aimed at optimizing land use and restoration.

Kinds

The types of land management differ in the objectives and areas of action. It is accepted to distinguish 3 main groups.

Actions of inter-farm land management (another name for this group is territorial) are aimed at studying the lands for their quality and fertility, providing optimal exploitation for each type of soil. Also to the tasks of this land management is the definition of official borders and the conduct of land surveying.

Intra-economic land management is formed in order to monitor activities on already distributed territories belonging to specific entities. This group also organizes agricultural works.

State land management is considered to be the most extensive sector, the activity of which is reduced to the following:

  1. Change land plots for more convenient use.
  2. Implementation of the organization of work of agricultural enterprises, whose activities affect the economy of the state.
  3. Fighting soil erosion, improving its fertility.
  4. Detection of orphan lands and their registration.
  5. Setting the boundaries of cities, towns, etc.
  6. Metering and other surveys of territories.
  7. The seizure of land upon discovery of a violation of the law.

Each type of land use is responsible for performing specific functions. This distinction contributes to more efficient operation of the system.

Subject and object

The description of land management will be incomplete without specifying what the subject and object of these relations are.

The whole territory of the Russian Federation is considered as an object, namely, lands of various special purpose, belonging to the state, municipality, etc.

The subjects of land use include:

  1. The state itself as a whole, its subjects acting in the person of the authorities.
  2. On behalf of municipalities, self-government bodies operate.
  3. Legal entities (enterprises, organizations, etc.).
  4. Individuals.

The special part of this category of law includes lands belonging to indigenous peoples.

Documentation

Land management, like any other industry, includes the availability of certain documentation, namely:

  • Schemes and plans, which clearly shows the division of the entire territory into plots;
  • Projects of intraeconomic land management;
  • Reports on the conduct of various studies;
  • Maps, which clearly shows the purpose of using plots and the quality of the landscape;
  • Materials containing soil fertility assessment and other indicators;
  • Plans to improve, protect and develop land.

Land management is a category of law, the main direction of which is the preservation of the rich potential of the lands, their protection and restoration. Also with the help of this industry, control over the use and quality of the territories is carried out. If such a category as land management were not available in the Russian legislation, then, most likely, many rich lands would have been depleted long ago, resources were used with less efficiency, and the number of offenses increased several times.
