Control and Supervisory Authorities of the Russian Federation: List, Rights, Powers and Features

The state is nothing but an integral system functioning on the basis of human activity. In other words, each individual power must be considered comprehensively in order to understand its functional and, most importantly, the purpose of existence. At the same time, without exception, all people are small elements of this cumbersome structure. Their activities are regulated by law, which in the modern world is the norm. However, the existence of only official rules of conduct does not always successfully affect human work. The bottom line is that the right was invented to coordinate the society in order to fulfill certain functions. Today, this dogma is known to virtually everyone, but this fact does not prevent some individuals from violating the established order of things. Therefore, the state, if we consider it as an integral mechanism, exercises control in various branches of modern life of society. It's good or bad - it's difficult to answer. But in any case, the attitude to this state of affairs will not exclude the existence of special control bodies. In the Russian Federation, such departments are efficiently functioning today and are fulfilling all their tasks. But here the question arises: "In general, what are the state control and supervisory bodies in our country?"

What is supervision?

The system of public authorities is divided into three branches. Elements of such a structure are departments of legislative, judicial and executive type of management. The organs of the latter kind are the implementers of state policy and, most importantly, the functions of the state. In other words, through the executive power Russia puts forward and ensures its interests. Along with this, these bodies carry out supervision in the entrusted sectors. Supervision in this case is a kind of official activity, which is aimed at ensuring the rule of law in certain areas. Quite often the type of work presented is identified with control, although these concepts characterize absolutely different types of activity. And yet, the controlling bodies of the Russian Federation, the list of which will be presented below, are often confused with supervisory authorities, which is a theoretical problem.

The concept of control

Presence of control and supervisory bodies in modern Russia does not allow to completely equalize the terms "supervision" and "control". In both cases, different activities are carried out, aimed at achieving certain goals. Control, in turn, is part of the management system as a whole. It is carried out by observation to optimize the activity of a particular object. In contrast to supervision, control is not a form of ensuring legality. It exists to improve the effectiveness of certain structures.

How do both activities relate to one another?

The control and supervisory bodies of the Russian Federation, the list of which will be presented below, in the process of their activities realize different tasks. On the one hand, their work is aimed at ensuring the legality of the activities of certain subjects, on the other - they control these entities to improve their effectiveness and performance of certain functions. But here it is necessary to draw an important line. Supervision is an activity in relation to other entities that are not part of the structure of a certain body. In turn, only internal divisions of certain departments can be controlled. This fact is the key point that characterizes the relationship between the two types of activity.

Control and supervisory bodies of state power

Today in Russia there is a whole system of bodies represented in the article type. Their activities are carried out in strict legislative framework, which are established by the Constitution and other normative acts of our state. The key principles on which the activities of control and supervisory bodies are based are:

  • Legality;
  • Publicity and professionalism;
  • justice;
  • Independence and independence.

Quite significant is the principle of social orientation. Its presence suggests that the supervisory authorities of the Russian Federation, the list of which is presented in the article, carry out their activities for the society and taking into account its immediate interests. The effectiveness of the tasks performed by the agencies represented is due to the existence of special legislation. That is, the work of the supervisory bodies is carried out both on the basis of general legal and special legal norms. The activities of the departments mentioned in the article are based on "three whales", namely: timeliness of response, priority of corrective intervention and unhindered fulfillment of tasks. These moments can be fully described as special principles of the activity of control and supervisory bodies. But the implementation of these provisions is possible only under special conditions that provide special powers. The legal status of the regulatory and supervisory bodies is enshrined in acts of sectoral legislation, that is, regulations and laws directly regulating the activities of a particular structure. Among the general powers can be listed:

  • Development and implementation of policies in a certain area;
  • Control and supervision within the competence;
  • Adoption of appropriate administrative measures of influence in relation to entities that violate the regime established by law;
  • Reporting on the work done to higher authorities.

Of course, the powers presented are not exhaustive. They only show the breadth of the activities of the Russian regulatory and supervisory bodies. Other features of the legal status of each department separately are fixed in the sectoral legislation.

List of control and supervisory bodies

The vital activity of the state depends on the effectiveness of the work in this or that branch. Therefore, the list of controlling bodies is quite large, because the country coordinates most of the currently known areas of work. The main branches in which state control is exercised are:

  • Health, culture, education;
  • public administration;
  • Social protection, industry, economy and trade;
  • Contact, information.

At the same time, most of the bodies today are expanding their competence and structure, which is due to the emergence of new, previously non-existent social relations in various spheres of human activity. Thus, in the article we will consider the most important control and supervisory bodies of the Russian Federation. The list of these agencies includes the following structures:

  • Ministry of Energy of the Russian Federation.
  • Ministry of Communications and Mass Media.
  • Federal Tax Service of the Russian Federation.
  • The Accounting Chamber of Russia.
  • Ministry of Finance and Ministry of Economic Development of the Russian Federation.
  • Law enforcement agencies of the state.

As it was mentioned earlier, the list of control and supervisory bodies is not exhaustive. The above-mentioned agencies coordinate in the most priority areas of activity of the state and the population of Russia.

Power and communications

The control and supervisory bodies of the Russian Federation, the list of which is presented in the article, contain in their structure special departments that implement coordination of activities in the field of energy and communications. In the first case we are talking about the Ministry of Energy of Russia. This body carries out a survey of the effective use of resources in the Russian Federation. That is, it controls the departments and their annual level of energy consumption.

In turn, the Ministry of Communications is entrusted with the authority to supervise compliance with requirements and regulations that comply with the state standard. This work is carried out by coordinating the turnover of certified works, services, etc.

Finance and economics

In the financial sphere of our country, the main activity is carried out by the Ministry of Finance, Economic Development, the Federal Tax Service, and the Accounts Chamber. Each represented body implements a package of its own powers for a certain line of work. For example, the Federal Tax Service monitors compliance with tax legislation, as well as the process of timely payments to the state budget. The Ministry of Finance and the Ministry of Economic Development carry out control and supervisory activities in the sector of currency transactions, use of budgetary funds, audit activities, pricing, activities of the entire economic sector, etc. The Accounting Chamber has similar functions to the FSN.

Activities of law enforcement agencies

In the sphere of law enforcement and security of the state and its population, special control and supervisory bodies of the Russian Federation also operate. The full list of such departments is small and includes the Ministry of Internal Affairs, the Federal Security Service and the Prosecutor's Office. The functional of these organs is the widest. The whole array of their powers is extended to all citizens of the Russian Federation, as well as enterprises and organizations, regardless of the form of ownership or structure. In addition, the supervision of the represented agencies in some cases takes the form of investigations, which are presented after the most serious violations of the current legislation.

So, the control and supervisory bodies of the Russian Federation, the list of which is presented in this article, carry out important functions, the implementation of which is carried out for the benefit of our state and its population.
