Life does not stand still and constantly makes new demands on the level of training and labor suitability of workers. Any specialist should periodically be ready to check their own professional skills. Teachers, educators and other workers of the education system are no exception.

Since 01.01.2011 the order in which the certification of kindergarten and school teachers has changed has changed.

What happened?

As you know, there is mandatory and voluntary certification. The first task is to confirm the teacher's compliance with the position he occupies. The second takes place when it comes to raising the qualification category.

According to the rules in force earlier, if the teacher wanted to increase his salary, he, on his own initiative, applied for the assignment of one of the categories - the highest, the first or the second. This was done by the management of the children's institution or the educational management body.

Later, the second category as such was canceled. Certification was begun by the educational authorities of the subject of the Russian Federation. The main thing: this procedure is now mandatory. Once every five years, absolutely all teachers for any work experience, regardless of their own desires, must pass it to confirm their compliance with the position they occupy.

Who needs a category

Attestation of the kindergarten teacher on the first category (or higher) is made at will. Those who want to receive it have the right to file an application. Its purpose is to be certified. That is, they established a professional level of compliance with the requirements of qualification categories. Any of them is assigned for a period of 5 years, then requires an extension in a similar manner.

If the qualification of the teacher is not timely confirmed, it automatically decreases. What then?

The former employee of the first category will have to reapply for certification (to restore it).

And if he does not do it? In this case, among others, be certified for compliance.

To the one who has lost the supreme, it is necessary "to pass" all anew. In the beginning, the tutor will have to be certified to the first category. And not sooner than after two years he will have the right to surrender to the highest.

Categories received before this date (1.01.2011) are valid until the end of the term of the assignment. But the old situation - after 20 years of teaching history the second category remains forever - now canceled. These educators will also have to confirm their proficiency once every five years.

What is the attestation

Let's consider both its kinds - obligatory and voluntary.

The first, as already mentioned, must be held once every five years. Its purpose is to confirm that the teacher corresponds to his position. It must go through all the workers who have no categories and no desire to receive them.

Exempt from attestation occupying a position not more than 2 years, mothers on maternity leave and pregnant women. The period of passage for them will not come earlier than two years after the completion of the leave, provided for the care of the child.

Representation of the tutor for certification is made by the employer. If the teacher takes several posts at once in one institution, and is not certified for one of them, then it is possible at once for everyone.

If he works part-time in different places, then every employer is authorized to send him for certification.

How are the documents submitted?

Presentation on the teacher is made by the employer according to the established pattern. The document contains all the necessary references for attestation of the tutor, a detailed comprehensive evaluation of the professional skills of the employee and the quality of his work in the office. In addition, there is information about all the advanced training courses and results of past attestations.

The teacher is introduced to the presentation one month before the test. Documents are submitted by the employer to the commission for attestation of the relevant subject of the Russian Federation, where its date, time and place are appointed. The period of its passage must not exceed two months.

How does it go?

Attestation of a senior educator, educator, teacher-psychologist and other employees is conducted in accordance with the established procedure. In the process, students are subjected to examinations in writing or computer testing to confirm the qualification. Their goal is to reveal the level of proficiency in professional methods of modern education, to confirm the valuable experience of the preschool teacher and the level of their competence.

The decision adopted by the commission is formalized in the form of a protocol and is entered in the employee's certification sheet. The latter is stored in the teacher's personal file.

If the certification is passed successfully, the verdict of the commission - "corresponds to the position held". Otherwise, "does not match".

If you are unlucky

In the latter case, the employer has the legal right to terminate the contract with the employee, but is not obliged to do so. He can suggest that he go to the refresher courses and then pass the certification again.

Instead of dismissal, the employee can and must be transferred with his consent to another post (lower), if there is a vacancy. They also do not have the right to deprive a temporary unemployed person, a pregnant woman and a woman with children under 3 years of age or a single mother with a child under 14 years of age or a disabled child.

Voluntary certification

It is organized to assign the first (or higher) category on the initiative of the employee and on the basis of his application. Its purpose is to establish the conformity of the qualification of the teacher to the requirements of the declared category.

Apply to the first have the right workers who do not yet have any. Or those who have the validity of the previously obtained 1 category comes to an end. At the highest - received the first two or more years ago, and also want to extend the already available.

The application for attestation of the teacher is submitted by the teacher independently at any time. To the previous period did not expire during its consideration, it is recommended to submit it in advance - for 3 months.

How to draw up documents correctly

Their full package should include a sample qualification application, a previous certification sheet (photocopy) - if available, a new sheet filled, a portfolio of achievements. To compile the latter there are methodical recommendations.

The documents submitted to the commission for certification of a local subject of the Russian Federation are usually considered for about a month, then the place and date are scheduled. It should only take place for a certain period.

The order of passage

And then what?

If the qualification of the kindergarten teacher for the first category (or the highest one) was successful, and a decision was passed on compliance with the required requirements, the date of the appropriate category is considered to be the day the decision was made by the commission. From the same moment and the teacher's salary will be paid at a new rate.

The record that a certain category is assigned is necessarily made in the workbook.

In the case of a "failure" of the certification, a decision "does not correspond to the requirements". Then applicants for the first category remain without that and must be certified for compliance with the position they occupy.

At "not handed over" on the highest there is a first category before the termination of the current term. Then the teacher has the right again to try to "earn" the highest category, or he will have to confirm the first.

Appealing the results of certification

The right to such an appeal is documented. This is done by submitting an application to the labor dispute commission or even to the court, and in the latter case it is important to do this within three months from the date of certification.

But in practice, such situations are extremely rare. As a rule, teachers submit documents for certification, being thoroughly prepared - thoroughly having studied all the necessary requirements, having prepared a competent and worthy portfolio and being fully confident in their own abilities.
