Measures to ensure antiterrorist protection in an educational / educational institution

The security system is a complex of organizational and technical measures. Measures on antiterrorist security include the establishment of metal locks, doors, gratings, fences, antitars and other devices. These devices are designed to help employees of security units in the performance of their duties in the daily routine and in emergency situations. The organization of the engineering and technical equipment of the institution includes the following systems:

This local act defines the main anti-terrorist measures in the school or other educational institution. In particular, the order establishes:

  1. Places of service and recreation of the guard, the placement of his personal belongings.
  2. The order of the functioning of the post, the duties of the employee. The latter can be established by the appropriate job description or rules.

Basic measures to prevent unauthorized access to the institution

To exclude stay in the building and in the adjoining territory of strangers, certain rules are established. In particular:

  1. Only the authorized access of personnel, officials, students, vehicles, visitors is provided.
  2. Organized the issuance of the relevant documents to citizens who give the right to pass / travel to the building and territory.
  3. Accounting, registration and issuance of passes are carried out, lists are made, other issues are resolved to agree on the access of persons to the institution.
  4. Invalid documents for the right of authorized access are identified and destroyed in the prescribed manner. The order also defines the responsible person for the implementation of this activity.

Oral and written applications for a visit

The order of the head approves the list of teachers, specialists and officials who have the right of round-the-clock access to the building. In addition, a list of persons who are on duty is established.

The transportation of vehicles and technical means for the removal of waste and cleaning of the territory should be carried out from the side where the respective economic premises are located. Control of their admission is assigned to security officers. Supervision of the work of transport and technical facilities that carry out the removal of waste and cleaning of territories is carried out by a specific responsible person, as defined in the order of the head.

Schedule

Anti-terrorist activities in the school and other educational (educational) institutions require the establishment of a clear schedule of activities. In particular, specific ones are established:

  1. Working days and non-working days.
  2. Lunch breaks.
  3. Training hours.
  4. Total working time for each day.
  5. Breaks between training hours.

The schedule of work may indicate other activities carried out on working days and non-working days, the time of their conduct.

Responsible person

As a rule, he is a deputy director for life safety. His duties include organizing, before the beginning of each day, checks:

  1. Security of the territory near the building (facilities) of the educational institution.
  2. The state of the seals installed on the doors of the emergency (emergency) exit.
  3. Commercial and basement premises.
  4. The states of places for undressing and storing clothes, a hall, stairways.
  5. Serviceability on the windows of the premises of the opening grilles (if any).
  6. Safe maintenance of electric guards and other special equipment.

The deputy director for life safety is also obliged:

  1. Personally, in conjunction with the on-duty teacher, monitor arrival, adhere to the order of admission of students, teachers, other employees before the beginning of training sessions, and carry out other anti-terrorist activities. If necessary, the responsible specialist should assist the protection and make a decision on the admission of children and adults in the absence of their passes.
  2. Pay special attention to checking the content of places intended for mass events. To such premises and sites include, in particular, lecture, sports, assembly halls, sites in the nearby territory.
  3. Perform routine checks of compliance with the access regime, the procedure for maintaining and availability of documentation, serviceability and condition of technical security equipment, maintenance of evacuation outputs at least twice a month, and carry out other anti-terrorist measures established in the instruction. The results of the control are recorded by the responsible person in the accounting journal.

Duties of the teaching staff

The teaching staff should:

  1. Arrive at their places at the set time.
  2. Before the beginning of the lesson, check the room visually for the presence of suspicious objects dangerous for the health and life of children, safety and serviceability of the equipment.
  3. To receive visitors / parents at workplaces or in designated offices for these purposes at the set time on working days.
  4. Proceed with the processing of applications or the issuance of permits for admission of adults to an educational institution solely in accordance with the procedure established by the order of the leader.

Requirements for premises / structures

The order of the manager identifies specific employees who carry out continuous monitoring of the safe maintenance and operation of equipment installed in the premises, ensuring the safety of documentation and property, compliance with the established regime, compliance with rules, timely cleaning and putting under guard. The production of temporary fire and other works of danger is prohibited without the written permission of the director and in the absence of the organization of reliable fire-fighting measures.

In the rooms and in the places where equipment is located, which poses an increased danger to people, standard warning signs should be installed. In educational classes, laboratories, offices, storage of educational equipment, foreign objects and other property, performance of experiments and other works not provided for in the approved list and program is prohibited. Anti-terrorist activities include bringing to all students and staff of the institution warning signals, rules for the evacuation of people and property. On the doors of attic rooms, emergency exits, technical floors, cellars and other areas closed to the castle, signs are established indicating the full name of the person responsible for their maintenance, the location of the keys.

Additionally

During the conduct of training sessions or extra-curricular activities in the premises located on the ground floor, the swing gates (if any) should be open with locks. Locking is performed at the end of the working day. Household waste, industrial and construction garbage must be collected only on a specially designated for this site in containers with their further removal by appropriate transport. Illumination of the territory, all premises, entrances to the building, sites must be contained in a working, serviceable condition.

Additional anti-terrorist measures, providing for the organization of passes, the procedure for holding and protecting people on extra-curricular activities, concerts, discotheques, etc., are indicated by their organizers.

Requirements for 24-hour institutions

The order of the head of the educational institution with the permanent presence of citizens included in the category of low-mobility (persons with hearing impairments, visual impairments, musculoskeletal functions) establishes measures ensuring timely receipt by them of qualitative and accessible informational information about an emergency situation, a fire, a terrorist act. The notification involves duplicate light, sound and visual alarms. It must be connected to a single automated system.
