How was the new police of Ukraine created?

The new police of Ukraine is one of the main organs of the executive branch of power in the country. It ensures the protection of a person, his rights and freedoms, prevents the commission of criminal acts, works to maintain order and security. The police is directly controlled by the Cabinet, which coordinates through the Minister of Internal Affairs.

The police were established on July 2, 2015. Before it functioned office called "militia". The headquarters is located in the city of Kiev - the capital of Ukraine. Prehistory

The desire and first developments to create police on the territory of Ukraine arose in the distant 2012. They became relevant when the Minister of this sphere himself confirmed the need for refusal from the police. At that time, it was stated that the reform would help to make law enforcement agencies more centralized and modernized.

For three years, there have been rumors that the National Police of Ukraine will be established. Since 2014, government action has begun. In March of the same year, a law was passed to suspend the crisis, according to which for 80,000 people the size of the Ministry of Internal Affairs was reduced. However, red tape with the dismissal of employees lasted a long time.

The first actions began to appear at the end of June. It was then that 17 thousand out of the planned 80 thousand were dismissed. A certain number of those working in the Donetsk region preferred to move to the side of the local undeclared republic.

Thus, the government of Ukraine argued that the number of policemen in this region decreased by 75%. Only the remaining 15% showed themselves to be "faithful" and "faithful". Already in August of the same year, about 2 billion hryvnias were allocated for the development of the sphere.

Establishing the police

In September 2014, the government announced that the National Police of Ukraine would appear, while the GUBOP and two other police branches would be excluded from the executive branch of the government. As a result, several departments were disbanded. The group involved in this process was established in December. Its composition is extremely strange - it included only foreigners.

The government announced that the name of the government would be changed in mid-December. Immediately the minister declares a reduction in personnel. In early January 2015, the Ministry of Internal Affairs of the Kharkov region was mercilessly dismissed. In all, there were 500 officers. The reason was the refusal to work for the benefit of the antiterrorist operation.

In the beginning of July, absolutely all the traffic police officers were dismissed, both in the Mykolaiv region and in Donetsk. A few days later, the police of Ukraine begins to work in Kiev. And in August the law regulating the functioning of the new department was signed. It came into force in November. At that time already several large cities of the country took the oath and began to serve for the benefit of the Motherland.

Criticism

At the end of 2015, with the help of social surveys and actions, experts came to the conclusion that about 15% of the total population of the country trusts the National Police, and about 21% - to patrols.

The publication "Road Control" clearly monitors the work of the new department, suppressing at the root cases where authorities are violated, corruption occurs and other illegal actions are committed.

For almost two years of existence, the Ukrainian police have repeatedly criticized themselves by many journalists and ordinary citizens. For example, there were situations where she intentionally hid public data. Also, several times the police refused to go out on calls, and some people for it - "untouchables".
