Emergency accommodation. Will the problem be solved in the near future?

In Russia, housing is almost the number one life value. Any questions related to it, cause a simple Russian stress. What can we say about the situation when it is necessary to resettlement of apartments?

In Moscow, the largest number of emergency buildings are located in the central districts of the city. Until 2010, planned to demolition of 400 of them - almost all "Khrushchev" and low-rise housing fund of the center of the capital. But here there are snags. Demolition plans and the results of examinations often contradict each other, demonstrating the intersection of business interests or being the result of bureaucratic confusion. Therefore, people continue to live where it is dangerous for life.

Just recently, there was no clear definition of what emergency housing was. It was clear that this should be considered housing, which is in a state of unsatisfactory. But what exactly is included in the concept of "unsatisfactory" - it was prescribed nowhere. Now emergency housing is treated as a building, living in which is life-threatening, where there is a threat of destruction due to worn communications or significant violations of the rules of residence.

Such housing can be recognized only by an interdepartmental commission in cases where it is really not subject to recovery and threatens the safety of people due to its own deterioration or damage. Also, the commission can recognize buildings as emergency if they are unable to ensure proper hygiene standards and sanitary and epidemiological requirements.

Emergency housing is subject (according to law) within 48 hours to resettlement of residents and subsequent demolition. In this case, repair it is carried out only in exceptional cases. However, in practice, often such buildings are recognized as obsolete, and sometimes even satisfying the norms of residence.

Emergency housing in our country is not uncommon. All buildings recognized as such require the immediate resettlement of tenants, repair or demolition of the building. What guarantees do the settlers get from such houses? According to the norms, a person should receive a new apartment, no less than the old one, according to the number of square meters. Also, as far as possible, housing should be provided near the area of old residence. But if it is a question of the central areas of Moscow, it is done in very rare cases in practice. In addition, every year the emergency housing fund increases, which makes the resettlement of all its residents into new apartments and is completely doubtful. Now the share of the emergency and dilapidated housing stock of Russia is 60%. Such a volume can not be filled with any construction. Therefore, emergency housing (resettlement from such a fund) remains a problem for the capital.

The Moscow government has approved the program "Housing" for 2012-2016. According to it in the capital each year will be built 2.5 million square meters. Housing. Due to this it is planned to solve the problems with resettlement of citizens. It is expected that for a given period of time will be able to improve the conditions of 89.5 thousand families. At the same time, work will continue on overhauling the premises and creating a fund for resettlement, which will reduce the wear rate to 45%. To what extent the reality will match the planned, time will tell.
