The diversity of human relations at all times has stirred the minds of many thinkers, politicians, lawyers, as well as representatives of other scientific fields. This interesting fact comes from the most human essence, according to which each of us is a social being. That is, life in society is a key element of existence. At the same time, the social aspect, in fact, gave birth to human progress. After all, it was on the basis of society that states were once created. As for the latter category, today it has significantly changed in its form. Key transformations have touched upon state power. In most countries, it belongs to a small group of rich people who delegate their powers to individual bodies. It is worth noting, this factor is extremely negative. Since in this case the people who are the source and basis of the state can not make meaningful decisions. Therefore, many theorists of our time are developing the question of what is the highest expression of democracy and are there, in general, similar institutions in the 21st century? Developments in this area allow us to give examples of key ways of influence of society on the state.

Concept of the people

The rights of a citizen of the Russian Federation imply the possibility of his participation in the public life of his state. But can a single citizen of a country really affect the welfare of the state? Of course, the role of citizens is now great, but people do not have any power if they represent a disconnected force. Therefore, the people of Russia can be considered an integral human system, which is endowed with a number of exclusive rights and its activities can affect the livelihoods of the state. In this case, the rights of citizens in each case allow all of us to realize their opportunities within the society with the goal of realizing any reform processes.

What is democracy?

State ownership of the state population in some countries exists and is widely implemented. This state of affairs is called democracy. It should be noted that the term is characterized not simply by the regime of government in a given country, but by the real institution of bringing the rights of the society into action. The basis of democracy, of course, is law - the highest and most important regulator of public relations in the Russian Federation.

Sources of action of the Institute

Before considering forms of expressing the power of the people, it is necessary to find out the normative basis, according to and on the basis of which they function. The source of democracy is the legislative system operating in the state. At the same time, it does not include all the existing normative legal acts. Significance has only those official documents that regulate relations in the sphere of realization by the society of their rights. Thus, the basis of the regulatory system are:

  • The Constitution of the Russian Federation as a key act of the entire legal system of the country.
  • Federal laws: "On the election of the President of the Russian Federation", "On the referendum of the Russian Federation", "On the election of deputies to the State Duma of the Federal Assembly of the Russian Federation".
  • Normative acts of the subjects of the federation.

In the provisions presented by the NAP, there is a direct expression of the power of the people. At the same time, it is possible to single out specific forms of democracy for today.

Realization of democracy: the basic forms

Today in the legal system it is possible to find specific institutions that allow the society to influence the state. The provisions of the current Constitution have a great influence on the development and development of democracy. According to them, the people are the source of power and the carrier of sovereignty in Russia. The society can realize its possibilities through democracy of two forms:

  • Immediate;
  • Representative.

In both cases, there are certain institutions responsible for realizing the power of the people in power. They have their own specifics, as well as an interesting mechanism of activity.

The immediate expression of the power of the people

Democracy, as we found out, exists in several ways. The immediate form implies the principle of the direct expression of the will of the people by their positions and interests.   • Directness and voluntariness;
  • Secrecy and so on.

That is, the very existence of the represented institute speaks of a high level of democratic principles in the Russian Federation today. However, elections are not the only example of exceptional opportunities for the society. The holding of the referendum also indicates a high degree of democracy in the country. At the same time, this institution implies a national vote aimed at addressing issues of national importance. In this case, the question arises as to what the elections and referendum differ. In the process of implementing the first institute, there is an election of an authority, etc. By means of a referendum, nothing is elected, but only changes the current legal regime.

Mediated democracy

Representative democracy is one of the forms of the influence of society on the activities of the country. This is also the highest expression of the power of the people, but its basis is elected representatives. These are today certain state and municipal authorities. Everything depends on the territoriality of the powers of elected management departments. Representative bodies in this case are endowed with a number of powers, and also have their own functions, thanks to which real changes in the state still occur. At the same time, the use of institutions of representative democracy is more popular today. This is due to greater speed in resolving life issues.

Institutions of representative democracy

The highest direct expression of the power of the people is, as we have already explained, elections and referendum. However, specific institutions of representative democracy also play a significant role. It should be noted that the institutions in this form are called specific state bodies, namely:

  • Federal Assembly;
  • Parliament of the Russian Federation;
  • President of the Russian Federation;
  • City dumas;
  • Presidents of the subjects of the Federation, etc.

That is, the people delegate their powers to the structures submitted. However, representative democracy is not a democracy in its pure form. Because the interest of the society directly is greatly distorted in the process of implementation.

Thus, the main form of democracy is direct, which includes a referendum and elections. Although it can not be used to solve operational issues, its functionality is due to the lack of buffers between the society and the country's governance mechanism. Therefore, let us hope that in the future direct democracy will become the key basis for building relations in the Russian Federation.
