Telematics is one of the most significant areas of telecommunications services. Its prospects are also quite bright and promising. The concept of telematic communication services

Telematics, telematic services are a kind of communication based on remote access to information. An exception is telephony, because it still requires intermediate processing of data.

If we turn to history, then earlier under the provision of telematic communication services meant services, through communication networks remotely controlling the varieties of resources. Today, TM is a question-and-answer interaction between a specific user and a specific service according to the protocol. This is the HTTP session with the server, and sending / receiving POP3-IMAP4 e-mail messages, and DNS domain name queries.

Operators of telematic communication services render them by connecting their nodes to data transmission networks. For such activities, regulated by the Federal Law "On Communications", you need to obtain an appropriate license.

Terminology of the rules for the provision of TM services

The rules for rendering telematic communication services are the RF Government Resolution No. 575 (10.09.2007). The last edition touched it on 3.02.2006. Let's analyze the important concepts, the essence of which is disclosed by this document:

  • Subscriber - a person using telematics services on the basis of a fee-based agreement for their provision, which has a unique identification code;
  • Subscriber terminal - all software and hardware used by the subscriber when using TM services to receive, transmit, display and store data contained in the information system;
  • User interface - technological settings of physical network parameters that are intended to connect the user equipment and the communication node of the operator data transmission;
  • Subscriber line - a network connecting the user equipment with the communication node of a certain TM operator;
  • Information system - all information contained in databases, as well as technical means and information technologies that provide for its processing;
  • Protocol exchange - formal rules and conditions governing the requirements for electronic TM-messages, as well as the exchange of the latter;
  • Network address - a unique number that is assigned to the subscriber terminal and other means of communication included in the information system;
  • Tariff plan - price conditions assigned by the operator for the use of a certain telematics service;
  • TM electronic message is a telecommunication message with data structured by the exchange protocol, which is supported by both the information system and the subscriber terminal;
  • Spam - TM an electronic message created for an indefinite circle of persons, sent from an unknown addressee to a subscriber, without giving consent to this latter;
  • A unified pointer is a specific set of symbols that identifies only one information system in a network.

Important provisions of the rules

At the very beginning of the above-mentioned document, the most important laws for the subscriber and operator are listed:

  • In the relationship "subscriber-operator" on the territory of the Russian Federation only Russian is used.
  • The duty of the operator is to keep the communication secrets of the subscribers.
  • Data on the TM services rendered to the subscriber must be available only to him or his authorized representatives. Third parties can learn this information only with the written consent of the user or in cases stipulated in the legislation of the Russian Federation.
  • The subscriber's consent to the processing of his personal data as part of the operator's charging for TM services provided is not required.
  • The operator has the right to suspend the provision of TM-services for the time of unforeseen emergency situations of a different nature.
  • The operator is obliged to inform the subscribers about the emerged emergency situation, the rules of conduct, rescue plans in its conditions - all the information provided to him by the Ministry of Emergency Situations of the Russian Federation.
  • If the contract or legislation does not imply otherwise, the operator must provide TM-services around the clock.
  • The operator is required to have a user support center that can provide both paid and free reference services for subscribers.
  • 24 hours a day and without charging, the operator must provide the following: information on the TM services provided, tariff plans, service area; For a particular subscriber - the status of his personal account, the receipt of applications for technical network failures, data on the settings of his terminal.
  • The contract between the subscriber and the operator necessarily includes: information about the operator, the details of its license, transfer and description of the TM services provided to a specific user, the terms of the chosen tariff plan, payment methods and procedures, contacts of the technical support center, services inextricably linked to the main ones, additional Obligations of the operator.

Other provisions of the rules for the provision of TM services

The full text of the document also includes the following information:

  • Conditions of the contractual document between the operator and the subscriber, the procedure for its conclusion;
  • Rules governing the implementation of the terms of this agreement, the procedure for the implementation of its clauses;
  • The form of payments, the procedure for payment for TM-services;
  • Conditions governing the procedure for termination, modification, suspension (including temporary) of the contract;
  • Claims: the order of presentation and consideration;
  • Mutual responsibility of the operator and the subscriber.
