At once I would like to ask some questions about the political situation in our country that arose after the elections to the State Duma of the Russian Federation. How do you assess this situation?

The situation that is developing at the moment is not as simple and safe as it might seem at first glance. To be honest, I am apprehensive about the upcoming presidential elections in Russia in March 2012. I am afraid that our country can follow the scenario of Libya, Egypt, Georgia, etc. And these fears are not unfounded, as the influence of Western politicians on the mood of Russian citizens within the country is observed. If our citizens who go to rallies and who are sure that the elections to the State Duma are falsified, will not come to their senses and will not understand that their hands are trying to destabilize the internal political situation, everything can lead to a new civil war that will pour into the interstate conflict.

Sergei Alexandrovich, but could you explain your fears in more detail?

Let's look at the reasons that, so to speak, pushed people to go out. Of course, in any state and at any time there are those who are dissatisfied with the established system. These dissatisfied people do not make up the majority, I would even say in the current situation - this is an absolute minority, but this minority, if well organized, can very destabilize the overall situation. The organizers of all these rallies are well aware that those citizens who voted, in this case for the United Russia, will not rally to the rally, they will not riot, although they are the real majority, but those who are unhappy (I would say uncomprehending) will go to the rally and Will be hoarse in the throat to prove that the elections are arranged, that the system needs to be changed, that Putin VV It's time to clean and so on and so forth. If, for example, to take each of the protesters and ask what exactly he wants - an answer, I think, will not be argued, because, as they say, "we do not know what we want, but we have to change something."

This "rehearsal" of rallies is a preparatory part of the main speeches, which are planned by the interested persons after the election of the President of Russia. That is, they understand that again the majority in the elections will vote for Putin VV, and even then the most terrible thing will begin - by the hands of the present protesters, it will be possible to do "pink", "yellow", "orange" and other revolutions. And the organizers of all this lawlessness well understand that they will receive the support of the West, both in the form of material support, and up to the military aggression from the West towards Russia with the words "for democracy."

But the most distressing thing for me is that citizens (mostly young people) who go out on the streets today do not realize that the final result, let's say, will not be better, but will only get worse. And I would recommend them to look back at the already accomplished "peaceful" and not very revolutions in other countries that have already passed through this production. People as a result did not win anything!

Do you support Putin VV?

I can not say that I'm completely satisfied with his program and program DA. Medvedev, but in the current situation I do not see the best yet. Also, assessing all those transformations that were made after the 1990s, I can say one thing - no one else for our country has done so much positive, promising and useful, as did V.V. Putin and D.A. Medvedev. Therefore, naturally, I will vote for Putin VV, like most of our citizens, I believe.

Sergei Alexandrovich, tell me how a lawyer, what do you need, in your opinion, to change in the legal field?

I do not support those people who say that we have bad laws, that they need to be changed. With the laws we have everything in order, but the implementation of the laws we are very limping. Problems arise when the current legislation is not being implemented, and, worst of all, that sometimes you encounter non-enforcement of current legislation, and sometimes decisions of courts, on the part of state authorities (officials).

What is law is the rule of behavior in a given situation. The law is inseparably linked with morality in this or that society. The more laws, the less the moral of society. Sorry of course, but it's a fact. If society needs to "regulate every step" at the level of legislation, this indicates a very low moral and moral side of this society. I do not understand deputies who are proud of the large number of laws that they have adopted. The law should regulate the fundamental, basic relations of citizens, but at the same time monitor the implementation of a particular law.

I would advise our deputies to the State Duma not to sit on the Okhotny Ryad and invent new legislation or change old ones to new ones, and to go to places and on site to monitor the implementation of the current legislation.

You are a specialist in the field of land and housing law. What gaps, in your opinion, exist in these industries?

The problem is the same - the implementation of the current legislation!

But in land legal relations, I would still highlight the legal illiteracy of some officials who solve land issues. I have a feeling that many of them do not understand how to interpret those or other norms of land law, and if they understand, they interpret them exclusively in their own favor, in "their own pocket," I would say. And here again the question arises about the morality and morals of those persons who hold positions in state structures.

What do you think needs to be changed?

I believe that it is necessary to solve personnel issues in state authorities on the ground. It is necessary to put on public posts persons who are really experts in those industries where they work. It should be moral, decent citizens, thinking not about how to cash in on one or another post, but how to solve issues related to their competence, clearly, competently and in a short time. Naturally, such specialists need to adequately pay for their work, but also severely punish, in case of revealing the facts of corruption or other violations of official duties.

Therefore, I will return to the beginning of our conversation with you, it is necessary to change not the tops of power structures, but officials on the ground. In principle, this trend is followed by the administration of President Medvedev DA. And Prime Minister Putin V.V.
