Pension reform: the latest news. Pension reform in Russia

Pension reform in the Russian Federation is an important moment that worries the entire population. After all, each taxpayer transfers certain funds to the Pension Fund of Russia. And at one point he has the opportunity to receive money back, only in the form of a pension. In Russia, the system of support for citizens who have gone on a well-deserved rest, constantly suffers some changes. What news can you hear about this component of life of the population? What information can be considered real change, and what - myths and gossip? Now a lot of talk is on the topic of pensions. Therefore, you should know exactly what to prepare for.

Cancellation of pensions

The first news, which caused a wave of discontent on the part of the population, is the abolition of pensions for working pensioners. Pension reform in Russia of this type implies that citizens who, after reaching the age at which they can retire to a well-deserved rest, continue to work, will stop providing financial support from the state.

In other words, pensions for working pensioners will be abolished . There are two options for treating this news. The first says that the condition will begin to operate in 2016 and will only apply to those who earn more than 1,000,000 a year. This turns out 83 thousand rubles a month. Such citizens will not be paid a pension. In the second pension reform indicates the termination of payments by the state for all retired citizens who continue to work. Neither income nor experience will not play a role.

At the moment, such reforms are considered a myth. And if pensions are removed to working citizens, then the first variant of the development of events will be closer. So far, all people who have reached retirement age in Russia are receiving financial support from the state in various amounts.

Restriction of payments

The next news also applies to working pensioners. Some say that the population wants to limit financial support if people are officially employed. In fact, they plan to reduce the monetary payments transferred to pensioners.

News of pension reform of this type is a fraud. Now in Russia, really working out systems that will help to recalculate cash. But there are no hard limits. Unless pension payments can not be less than the subsistence minimum per person. Therefore, you should not be afraid of such news. In the government, on the contrary, they think how to save and even raise pensions.

Suspension of indexing

This is not the end of the discussion. The pension reform for working pensioners in 2016 still took place. But only so far it is not too noticeable. The thing is that in Russia, mandatory indexation of pension payments is foreseen. But working pensioners will not receive indexed payments. Instead, they are given financial support from the state without any increase.

That is, at the moment in the country, citizens who have reached retirement age and continue to work receive a pension that was laid at the end of 2015. They have no indexation.

Mandatory indexing

Nevertheless, this does not mean that pension reform in Russia completely abolishes the increase in the amount of money paid to pensioners. This is not true. After all, the suspension of indexation extends only to the employed people. All the rest will receive an elevated pension in Russia. At the moment, all payments are indexed by 4%. In 2016, citizens were to double the amount that the state pays to reach the retirement age. And this rule was met in full. It turns out that for non-working pensioners there are no special features. All the same indexation, all the same payments. Even the order of appointment of financial support remained unchanged.

Age

The news of the pension reform in the country does not end there. There are always some questions about this topic. For a long time already in Russia they plan to raise the retirement age. Is it true? Yes, there has been talk of raising the retirement age for several years. Now in Russia, women have the right to care for a deserved vacation at 55, men get this opportunity in 60. But, as practice shows, many do not stop working even after that age.

This led to the idea that citizens are too early for a well-deserved rest. In most countries, the retirement age is much higher. And it helps to replenish the state budget. The new pension reform implies a gradual increase in the age of retirement. So, women want to extend their work capacity to 60, and men to 65 years, respectively.

The consequences of "age reform"

What are the consequences of raising the retirement age? Now in Russia, many remain unhappy with this prospect. It is not yet implemented, but it is already certain that someday the news will become a reality. The indignation was caused by the fact that the government of the Russian Federation tried to be equal to other countries and did not take into account the average life expectancy of a person in the country. Thus, women on average survive to 77, and men - to 65 years. It turns out that almost many men will not receive pension payments if they are engaged in raising the age, which is allowed to officially go on a well-deserved rest. For this reason, the innovation has so far been decided to be postponed. But at the same time they speak of a gradual increase in the age of retirement. Once every six months it is planned to increase it by 6 months.

Experience and points

Pension reform in the Russian Federation has led the country to the fact that now the so-called scoring system is used here. For each worked year, a citizen is credited to the account of certain "points". At the end, the pension will depend on the total number of points earned. So far, citizens need 30 points. And the amount of money put into payment in the form of pensions depends not only on the points, but also on the cost of one point at the time of getting on a well-deserved rest.

The point system is not for everyone. But it is introduced and in the near future the government does not plan to revise it. Therefore, citizens should remember that now in calculating the labor pension will be taken into account not only the length of service, but also the number of points scored for the entire period of work.

Changes in the conditions of appointment of pensions

What else has the pension reform prepared for the population? The last thing that really interested citizens is the conditions for making payments. It has already been said that it is planned to raise the retirement age. Also, to get financial support from the state (not social) you need to have 30 points. But this does not stop there.

To get on the deserved rest and receive money from the country, it will take 7 years of work experience. And this is regardless of the available points for the citizen. Earlier this term was equal to 5 years. In 2016, it rose to 7. And this "bar" will increase until 2024. It is planned to bring the minimum work experience for retirement to 15 years. Such changes now include pension reform. The latest news indicates that this is not a myth, but a reality.

Two parts of one whole

The following information can not be considered new. But not everyone knows about it anyway. The thing is that pensions are now being formed mainly at the expense of citizens. Payments were divided into 2 parts: insurance and funded. The first is paid without fail. It is guaranteed by the state. The accumulative depends directly on citizens and is usually formed in non-state pension funds. You can leave it in the public fund. The main thing is to translate part of the income from time to time into the chosen organization, thereby postponing old age.

The formula by which it is necessary to calculate the monetary funds paid to pensioners has the form П = Б * К + С + НЧ, where:

  • P - monthly pension;
  • B - the number of pension points accumulated by a citizen;
  • K - the cost of one point;
  • C - the insurance part of the pension (established by the state annually);
  • LF - funded part (formed by a citizen).

Many people say that now it is planned to reconsider this scheme. In fact, this is not so. The system remains the same. And in the near future no one will change it. The year of pension reform is over. But there are still some news that excited pensioners.

Freezing

Pension reform in Ukraine resembles the changes that have occurred in Russia. In the neighboring country at the moment it is planned to introduce a multicomponent calculation of the stipulated payments, the same as now is available in the Russian Federation. This is not too scary, so the population is not very afraid of such changes, because pensions will still be transferred.

Only in Russia there have been rumors that the government in 2016-2017 can "freeze" pensions, or rather, their accumulative parts. It is proposed to exclude such a component altogether when calculating pension payments to the population. Nevertheless, this step does not yet have to be feared. According to the government, in 2016-2018, it is not planned to "freeze" the funded part of the pension. But how will things go further - a mystery that has not yet been disclosed.

Lump sum payment

Pension reform in the Russian Federation in 2016 caused many citizens to think about how to self-defer to themselves for old age and not to hope for an increase in pensions. The world is in crisis now. And in Russia, too. In such circumstances, the indexation of pension payments became impossible. Therefore, in 2017, all pensioners (employed and unemployed) instead of indexing in January will receive a lump sum of money. How many? 5 000 rubles. And all other payments will remain the same. The government reported that there is no means for indexing. Therefore it is necessary so far to act this way.

And just this news is not a myth. This is an established law. Now it remains only to wait for 2017. It is not known what other changes may affect the pension system in the Russian Federation. But even the government recommends itself to worry about the accumulation of old age. After all, in times of crisis, sometimes you have to make serious decisions. The population should be ready for them. It remains only to follow the latest news. Perhaps, very soon the pension system will be completely revised again.
