Smoking is a very bad habit that leads to addiction and health problems. The government of the Russian Federation is stubbornly struggling with nicotine lovers, and that is why laws were adopted to ban smoking in public places. Many have heard about them, but few know all the corrections and the size of fines. In this article, we will discuss in more detail the laws relating to smokers, as well as the amount of monetary penalties from violators.

About the bill

On February 23, 2013, a law was passed banning smoking in public places in the Russian Federation. It has the official name No. 15-FZ. It deals with the protection of health and the environment from exposure to tobacco smoke. It is worth noting that some points of the bill came into effect only a year after its immediate adoption. For example, amendments to increase taxes on tobacco products, as well as minimum and maximum prices for cigarettes, entered into force only in January 2014.

In July 2014, the law banning smoking in public places of the Russian Federation was improved. Amendments were adopted that deal with illicit trade in tobacco products. However, they will enter into force only in the next year, 2017.

The objectives of the bill

According to the statistics of the Ministry of Health, about half a million citizens of the Russian Federation die each year from cancer and many other serious lung diseases. It is as a consequence of the growing trend in the number of smokers that the government passed a bill banning smoking in public places. In their opinion, it should become an impetus for reducing the number of smokers, and also ensure the promotion of healthy lifestyles among the younger generation.

The objectives of the bill are, as we said earlier, a reduction in the number of smokers, the exclusion of illegal points of sale of tobacco products, as well as the promotion of a healthy lifestyle, improving the overall state of the environment and protecting the life of non-smokers. Despite the set goals, experts believe that the first results of the work of the law can be seen only after at least five years.

Where it is impossible to smoke?

The law on the prohibition of smoking in public places implies a list of zones in which it is prohibited to use tobacco products. Non-observance of the norms of the law entails considerable monetary penalties for its violation. Since June 2013 in the territory of the Russian Federation it is prohibited to smoke closer than 15 meters from all types of stations, sea, river and air ports, underground. The rest of the territorial categories are subject to a lesser restriction, which we will now talk about.

Sanatoriums, hospitals, public transport, multi-storey houses, beaches, playgrounds, educational or cultural institutions are places where smoking is prohibited in public places (law). 5 meters from the premises - this is the distance at which this rule applies. The violator will have to pay a fine.

Smoking in a block of flats

Quite often, smokers have the wrong opinion that smoke in the entrances is allowed, since this is private property. However, everything is not so. Approach is state property, which is considered a public place. We believe, everyone knows that in any decree there are exceptions. The law on smoking in public places of the Russian Federation also has them. Smoking in an apartment building is allowed if it has a separate closed room with good ventilation and is allowed to use it under the smoking room.

Who watches these standards?

To date, the law on smoking in public places in the Russian Federation is being improved and supplemented. Despite the fact that it exists for the third year, not everyone knows exactly who should monitor compliance with the standards specified in it.

The government has not yet created a separate organization that will fine the illegal smokers, but has long thought about it. While the new structure, which will monitor the implementation of the law, is not created, for the smokers are watching the police. State Duma deputy Oleg Nilov believes that, first of all, the citizens themselves must follow the implementation of the law. He advises Russians at the sight of a smoker to immediately contact a policeman. Also, Nilov recommends fixing the non-compliance with the standards on the camera. At the moment, out of a hundred percent of violators, only fifteen are punished.

Nilov believes that if more Russian citizens reacted to such violations, the law would be more effective.

The amount of monetary penalties

Three years ago, a law was passed on smoking in public places. The fines were developed only a year later. Oleg Nilov believes that the main thing is that it is not the size of the monetary penalty, but the irreversibility of payment. Let's take a closer look at what penalties await infringers. For smoking on the playground or next to it you will have to pay from two to three thousand rubles. The same amount is also relevant for other territories in respect of which this prohibition operates.

Like alcohol, cigarettes are forbidden to buy and use by persons who have not reached adulthood. A teenager who does not comply with the requirements of the normative act will be punished with a fine of three to five thousand rubles. Also, the financial penalty threatens the seller. The amount will be from 30 to 50 thousand rubles.

Very few people know, but laws prohibiting smoking in public places provide for penalties for those who introduce the adolescent to a bad habit. The amount of such collection is usually from one to two thousand rubles. If a citizen demonstrates audio or video with a mention of tobacco products to a teenager, then he is obliged to pay a fine that will amount to 20-200 thousand rubles.

According to the government, a step towards modern society is the law on the prohibition of smoking in public places. Fines should teach smokers to appreciate the health of not only their own, but also those around them. Under the tight control fall and public institutions. If the organization does not fully comply with the recommendations on the arrangement of a place for smoking, then it is fined in the amount of 20 to 80 thousand rubles. Compliance with the rules is the responsibility of the district police officer and, if any violation, take immediate action.

If Russia only takes the first steps towards a healthy lifestyle without smoking, then in many other countries the struggle has been going on for more than ten years. For example, in America and the United Kingdom for the use of tobacco products in the wrong places, the violator will be obliged to pay a fine of one to two thousand dollars.

Laws on smoking in public places are closely monitored in Greece and Japan. There a fine can be up to three thousand dollars. Surprisingly, in Japan there is a list of streets that are completely banned from smoking.

Cigarettes from under the counter

Violation of the bill, which will now be discussed, is most often met. Few people know, but the law No. 15-FZ prohibits trade outlets from laying out tobacco products in a shop window. The government recommends to keep cigarettes under the counter, and on the general review to present only the price tag. It should not have images, only the name and price.

Three years later

In 2013, laws were passed banning smoking in public places, but did they benefit society, which was expected by the government and the non-smoking part of the population? Law No. 15-FZ came into force not so long ago, only three years ago. Global conclusions do early, but it is worth acknowledging that there are improvements.
