History of Information Society Development in the Russian Federation

In 1999, the Concept of the Information Society Development in the Russian Federation was developed. Its goal is to determine the way of building a communication system, the main priorities, provisions and terms of state policy in the field of communications. At the end of the XIX century, electricity was invented. Thanks to this there was a radio, a telegraph and a telephone. These funds allowed the prompt transfer of information in any amount. The fourth stage is connected with the emergence of microprocessor technology and the creation of personal computers. Electric and mechanical means of data conversion were replaced by electronic ones. This contributed to the miniaturization of devices, nodes, machines, devices, the emergence of software-controlled processes. The history of the development of the information society, thus, is a fairly long process, which began back in ancient times. At the last stage, mankind has received a means of strengthening its intellectual activity, which is the computer.

Situation in the Russian Federation

The development of the information society of the Russian Federation began relatively recently. Over the past few decades, real ways and prerequisites for the formation and improvement of the communication system in the country have been clearly recognized. The development of the information society in Russia is a global one. It presupposes the inevitable joining of the state to the world communication system. The use of spiritual and material information goods can provide citizens of the country with a decent life, necessary conditions for personal development, economic prosperity. The state should join the developed powers as an equal participant with the preservation of its political independence, cultural traditions, and national identity. The development of information technology and information society in the Russian Federation should be carried out with:

The need for qualitatively new transformations in the sphere of communication is conditioned by a change in the nature of the influence of scientific and technical progress on human life. By the end of the 20th century, the speed of technological change in production, the technologies of providing services and products, and the management of these processes had significantly increased. In the beginning or even in the middle of the century, such changes occurred during the time intervals, which in their duration significantly exceeded the life expectancy of 1-2 generations of people, today these periods have significantly decreased. The transition to each subsequent level is accompanied by cardinal changes in the way of life of the overwhelming majority of citizens, the socio-psychological model of behavior in general.

Globalization of the communication sphere

Over the past few decades, certain factors have emerged in Russia that can be viewed as key prerequisites for the development of the information society in the country. To them, first of all, is the globalization of the communication system. Information has recently emerged as a public resource for development. It is used on a scale that is quite comparable with the use of traditional resources (raw materials, energy, etc.). Thus, the country has reached a sufficiently high level of development of the information society in a relatively short period of time.

The strategy for the development of the information society in the Russian Federation gives the state the role of a catalyst for the changes that are taking place. To do this, the government:
