Extension of privatization as a way to replenish the number of homeowners

With the advent of democracy, the principles underlying it became dominant in all areas of human life. Bad or good, time will tell. The housing issue also fell under a new time in which a person independently determines what he needs, how to act wisely. The older generation did not think about once to become the owners of their homes, since possession, use and disposal were implied without confirmation of ownership status. In the early 90s of the last century, with the advent of democratic parties, it was decided to give freedom and announce that every citizen has the right to act as the owner of any premises, enterprises and, finally, apartments.

Initially everyone liked the idea. And general privatization began. Having issued ownership of their apartments, many people later regretted the step taken, as the owner was responsible for the maintenance of the living space and the adjacent territory, which used to be on government bodies. Painting entrances, cleaning the area, changing the light bulb on the floors - all this fell on the shoulders of the new owners.

As soon as the first wave of privatization came to an end, the people wishing to become owners of their apartments were noticeably diminished. Authorities, seeing this situation, decided that prolongation of the terms of privatization could encourage citizens to take active measures. The television broadcast information that at the request of citizens who wanted, but could not privatize their homes and become its owners, the government adopted a decree on the extension of housing privatization. It was decided that it would end in January 2007.

I must say that such persistence of the authorities did not remain unrequited. The people again lined up in endless queues for information to complete the package of documents. The extension of privatization has become another stage in the transfer of state duties to owners. As a result, which was summed up by the State Duma at the last winter session in December 2007, the results were significant, but not satisfactory. Remained about 20% of the total population of the Russian Federation, which did not want or did not manage to privatize its housing. The question was whether it was worthwhile again to start an extension of privatization, and whether the problem with the remaining 20% would be resolved.

The debate in the media and public authorities did not stop. Everyone tried to convince in his own way, or, conversely, to dissuade people from privatization. Disputes have led to the fact that the extension of privatization still took place. It was called 2015, which should finish all actions that will be related to free registration in the ownership of housing. After this, the failed owner of the housing will only be able to purchase his property from the state through buying and selling.

The State Duma emphasized that the extension of privatization will no longer be on the agenda. This is the last term, which should put an end to the long-term persuasion of the population.
