A representative authority is what?

Today practically all the countries known to us are qualitatively formed legal structures operating on the basis of democratic principles. Initially, the state of affairs in the world was much more deplorable. This was due to the actual lack of a state form of organization of society. Instead, there were primitive clan communities, regulation in which was carried out by personal control.

Over time, social relations have become more complex. People began to unite in more extensive groups, which prevented the tribal communities from controlling them. Therefore, the state comes to replace this form of organization of society. For the time of its existence it has shown exceptional efficiency of activity. It should be noted that in its work the most important role is played by special bodies that are authorized to carry out coercion. Equally representative offices are no less effective. They mostly play a key role in the process of coordinating public relations of a particular country. But we will try to consider representative bodies of state power on the example of the Russian Federation.

What are the authorities?

From history, we know that government bodies existed at all times. Even during the period of prevalence of the monarch's sole power, there were special departments, to which the august persons delegated their powers. Later, this principle of public administration became completely ineffective.

He was replaced by a concept such as the separation of power. It implied the delegation of powers of the authorities in different directions. It is thanks to this principle that the departments of the legislative, executive and judicial branches have appeared. However, the development of public administration did not stop there. Moreover, with the emergence of collegiality in the activities of the relevant departments, the system of local self-government was substantially modernized. Thus, in modern Russia there is a large number of different administrative structures, some of which are representative.

Representative bodies: concept

In the theory of state and law, there are many terms, the basis of which is incomprehensible to the end. An example is a representative authority. This multi-faceted concept to date is the topic of many scientists' work. In this case, the whole hitch is that it is impossible to understand its essence at once. Nevertheless, in accordance with the most common opinion, a representative body of power is a structure that is entrusted with certain powers that differ in their specifics. But the representative nature of these agencies is not due to their rights and functions. This feature is explained by the fact that the population of a certain territory delegates their authorities to such bodies and entrusts them with the opportunity to exercise control.

Differentiation of terms

Quite often, scientists identify the terms "representative" and "legislative". In general, concepts really are similar to each other. After all, in both cases, representative and legislative bodies are departments that directly select a people of a certain territory, be it a state or a rural community. However, these concepts can not be completely identified. The bottom line is that when we talk about representative bodies, then all agencies of an elective nature are taken into account without exception. To this day, both legislative structures and local government bodies are relevant . Thus, representative agencies are a more extensive system of official state organizations. But it includes special, central bodies, one of which is the Parliament of the Russian Federation.

The highest representative authority in the country

Any system of departments is coordinated by a single center, which has the greatest number of powers. A representative authority is, as we found out, a special agency chosen by the population of a certain territory. If we draw attention in this context to the Parliament of the Russian Federation (Federal Assembly), then it is a classical electoral structure. In general, such a legal status of the legislature is the same in all states. In Russia, the Federal Assembly is the key agency that has the right to issue official acts of supreme legal force.

Powers and Election of Parliament

So, we found out that the Federal Assembly is nothing more than a representative authority. This indicates many specific aspects of such a department. First of all, it is necessary to note the fact that the Federal Assembly is a bicameral body. Moreover, each structural element of the department is elected. As for the powers of the Federal Assembly, they are quite extensive. The Parliament of Russia has the right:

  • Approve and change the boundaries between subjects of the Russian Federation;
  • Actually approve normative acts of the President, which introduce martial law;
  • To decide questions about the possibility and necessity of using the Armed Forces outside the state;
  • Issue federal laws, amend the Constitution of the Russian Federation ;
  • Appoint and dismiss some government employees.

This list of powers of the Federal Assembly is not exhaustive. It should be noted that the parliamentary chambers also have exclusive rights. However, the presence of these features confirms the status of the Federal Assembly as the highest representative body in the Russian Federation.

Elected bodies of local self-government

Local power has always been of great importance to states. The bottom line is that the self-government bodies in certain regions, regions and other territorial formations are the guarantor of the legality and well-being of citizens. At the same time, the rights of elected bodies of this type are quite extensive. This is due to several facts:

  • Firstly, such departments are in close proximity to the population of a certain territory;
  • Secondly, local self-government is engaged in solving the smallest, on-going issues of community activities.

Thus, the existence of such departments is necessary, even if we are talking about large territorial formations, which are cities.

What elected bodies of self-government exist?

Local government in the Russian Federation is represented by a fairly developed network of various departments. In this case, it should be noted that their structure and forms of activity largely depend on the ethnic characteristics of a certain territory. The most common local authorities include:

  • Parliament of the subject of the Russian Federation;
  • Administration of the village.

In both cases, agencies coordinate the social relations in a particular territory. The City Duma or the parliament of a constituent entity of the Russian Federation, as we understand it, is a much more extensive structure than the rural administration. However, the powers of these bodies in both cases are significantly limited. The City Duma has the right to decide only those issues that directly concern the activities of the territory under its control. In addition, acts of such bodies can not contradict federal laws and the provisions of the current Constitution.

Conclusion

So, we considered representative bodies of federal significance, as well as agencies related to local self-government. Their work is quite significant for today, especially considering the scale of our power.
