Disciplinary regulations in the life of servicemen

To regulate mutual relations among servicemen, determine the types of incentives and penalties, organize the submission of proposals, various applications and complaints, as well as their consideration, the Armed Forces have a Disciplinary Charter. It also applies to citizens who, after leaving the active service, retain the right to wear uniforms, and citizens who are on the appropriate levy.

General Provisions

Defined the task of observing and maintaining the established discipline, which applies to ordinary servicemen, and to their commanders (bosses). The disciplinary authority that is given to them in respect of subordinate personnel on the application of penalties and the announcement of incentives is indicated.

Encouragement of military personnel

Educational activities among servicemen and the strengthening of discipline in teams are achieved by various methods. The Disciplinary Charter provides for various types of incentives, the main ones of which are:

- removal of previously imposed disciplinary sanctions;

- Declarations of gratitude, which can be expressed to single soldiers and groups or units as a whole;

- rewarding with letters of thanks, letters of commendation, valuable gifts or prizes;

- assignment of the next rank for a serviceman, regardless of the length of stay in the previous one, including one degree higher in the position prescribed by the corresponding state;

- for soldiers-conscripts - the provision of short-term holidays, the duration of which can be 10 days.

Disciplinary sanctions applied

The law requires compulsory punishment of the guilty, and this condition operates in the Armed Forces equally with other structures of the state. The disciplinary regulations of the RF Armed Forces for the violations committed and violations of discipline committed by the servicemen provide for the following main penalties: announcing a reprimand and severe reprimand, warning the serviceman of his incomplete official compliance, reduction in posts and special ranks, arrest with a direction for serving in the guardhouse. The last of these penalties is not imposed on women who are military personnel. The disciplinary regulations of the Ministry of Internal Affairs also provide for dismissal from the relevant units as punishment. In addition, for every violation committed or an offense, only one penalty is declared. However, one should not abuse the imposition of disciplinary sanctions, they are only a tool in the activity to strengthen discipline and educate subordinates, and not a means of punitive action.

Record keeping of announced incentives and penalties

To maintain proper work on the accounting of disciplinary practices for all personnel, service cards are issued. They receive the received incentives and penalties, and the servicemen periodically get acquainted with the records produced.

Proposals for service, complaints and statements

The Disciplinary Charter provides for the established procedure for the treatment of servicemen to the superior command when they reveal the facts of thefts, damage to property, illegal spending of funds, abuses, various shortcomings that damage the combat capability. In addition, the right to file complaints and applications is provided in cases where senior officials are allowed to take illegal actions, in violation of the rights granted and failure to provide the prescribed types of allowance. Proposals (applications, complaints) can be presented orally or submitted in writing. In the appendices, the Disciplinary Charter contains the established tables of rights on the standard list of military personnel, examples of maintaining certain accounting documents, explanations of the procedure for sending them to serve their arrest.
