Apartment order

In socialist times, when the USSR existed, the inhabitants of present-day Russia received free housing. The only document that guaranteed the right to such a room was the warrant for the apartment. In it, a citizen who owned the housing was registered.

At present, the warrant for the apartment no longer has any legal force. This document is replaced by social employment contracts, of which there are three types:

- social;

- commercial;

- gratuitous use.

In accordance with the type of contract being concluded, the area of the allocated apartment is determined. Gratuitous, as well as social hiring involves for one person living eighteen square meters. The exception is disabled. For them, it is possible to increase the area up to two times. Commercial rent does not restrict apartment conditions. However, when concluding such contracts tenants do not have the right to subsidies for payments for utilities.

Social hiring is of an indefinite nature. Two other types of contracts are concluded for a five-year term. They can be extended if there are grounds for doing so.

In order to conclude any of the three types of contracts, you must contact the Office of the Department of Housing Policy with a package of documents. It should include:

- Identity documents, as well as their copies;

- documents that certify the identity of all family members (passport for persons over fourteen years of age or birth certificate for those who are younger than this age);

- certificate of marriage or divorce, if the citizens indicated in it are registered in the contract;

- references, which serve as confirmation of family ties of all persons who will be entered into the concluded contract;

- documents that are the basis for the residence of the declared persons in this residential premises (for example, an apartment order).

After checking the entire package provided, according to the specified list, information about the applicant is entered in a specially created database. Within thirty days the commission prepares an answer.

In addition, the definition is subject to the value of property on their balance sheet, and the amount of taxation is calculated. The right to privatize the apartment is available to those citizens who use it under a contract of employment. It can be used by the employer, as well as all members of his family. If the dwelling is designed for free use, then its privatization is prohibited.

State authorities within two months after the application is to be decided on the transfer of housing in the property. If a package of submitted documents was issued in accordance with applicable regulations, it will be necessary to sign an agreement on privatization and hand over the existing warrant for the apartment. The owners of the living quarters become citizens after the state registration procedure, which lasts for fifteen days.
