Zatulin Konstantin Fedorovich: biography, photo, nationality

Many, including politicians who are not very interested in politics, are familiar with Zatulin Konstantin Fedorovich, a deputy of the State Duma, a political scientist and a TV presenter. His calm soft voice is pleasant to listen to, he always talks with arguments, unobtrusively and interestingly.

The future politician was born on September 7, 1958 in the capital of Adjara - the city of Batumi. About his father - Don Cossack Zatulin Fedor Ivanovich - responded as a prototype Lanovoy in the legendary film "Officers".

In the twenties, Fyodor Ivanovich began his service as a simple Red Army soldier, and graduated from the Colonel of the Border Guards of the State Security Committee as the chief of staff of the Turkestan border guard. The general term of his service was 35 years. After retirement, he headed the Sochi City Beach Administration. He died in 1981.

About mother - Zatulina Vera Ivanovna (nee Fedorova) - it is known that her parents were Rostov rich burghers, who had a shoe shop. Before her death in 1978, she had been paralyzed for about ten years, since she had a stroke before.

Constantine in the family was born the latest, third child. After graduation (in 1975), he tried to enter one of the MGIMO faculties, but he could not, and got a job in Sochygorbytprokat as a decorator.

The following year, he submitted documents for the full-time department of the historical faculty of the Moscow State University, he could not enter because of a shortage of points, so Zatulin Konstantin Fedorovich began to study in absentia.

Study period at Moscow State University

In September 1977, Zatulina was transferred to the full-time department at the Department of History of the CPSU of the Faculty of History. This was done on the basis of an official petition, signed by Deputy Yu. V. Andropov - Chairman of the Committee of the State Security of the USSR.

During his studies, he served as secretary for ideology in the faculty committee of the Komsomol.

Zatulin immediately joined the operational Komsomol detachment, while showing considerable activity. As a result, he was entrusted with the post of commissioner in the faculty detachment, in 1986 he was already commander of the detachment of the whole university.

Since 1981, Zatulin Konstantin Fedorovich became a graduate student of the Moscow State University, after which he received a red diploma. Thesis was written on the topic of party leadership in industry in the 1965-1980s under the academic leadership of Vladimir Ilyich Tetyushev.

As Zatulin noted in one of the pre-election leaflets in 1990, he did not manage to defend his thesis at first, because he gave a sharp assessment of the situation in the industrial sphere of the state, which required a reorganization of the administration. He did it only in 1987.

Active Activities

From 1984 to 1991, Zatulin Konstantin Fedorovich was in the Communist Party of the Soviet Union.

Due to the fact that he was an active participant of the operational detachment, despite the failure to defend the thesis, he managed to save a place in the hostel of graduate students, which occupied part of the main building of the Moscow State University in the Lenin Hills. He was a master repairman for the elevators of the Economic Operation Administration of the University, although in fact he was in charge of the operative.

In 1987, he was taken to the Central Committee of the Komsomol as an assistant to the Secretary of the Central Committee and political observer Joseph Ordzhonikidze. He worked there until 1990. The Komsomol helped Zatulin with a permanent residence permit and an apartment in the capital.

In 1988, the Soviet Association of Young Historians was established with Sergei Stankevich and Yevgeny Kozhokin. The curator of this process from the Komsomol was Zatulin Konstantin Fedorovich. His contacts at that time were quite extensive, in particular he created the so-called Komsomol economy - centers for scientific and technical youth creativity.

12.12.1987, although Zatulin resigned from the operative, he headed the dispersal of the protesting student activists of the university, who supported Yeltsin, who was removed from office as the first secretary of the Moscow City Committee of the Communist Party.

End of adjustment period

In early 1989, on the basis of youth creativity centers, the Association was created, which included young leaders of industrial enterprises. The post of executive director of the Association was taken by Zatulin Konstantin Fedorovich, whose photo became often seen in the mass media.

The role of the honorary president of this structure went to Gabriel Popov, and one of the leaders was to Mikhail Bocharov. By 1990, it became the All-Union Association of Directors of Enterprises, and by the end of 1991 it had become the International Association of Enterprise Managers with Mark Masarsky as President. The post of its general director was taken by Zatulin Konstantin Fedorovich, whose biography increasingly moved from the economic to the political plane.

He provided active assistance to the leadership of the Moscow Association of Voters. On the eve of major demonstrations organized by democratic forces, he helped to multiply leaflets.

Zatulin was a participant in the conference in 1990, during which he created a candidate bloc, called "Democratic Russia."

The first unsuccessful attempts to participate in election campaigns

In early April 1990, Zatulin attempted to put forward his candidacy for elections in the Soviet district (county number 391) to the Moscow City Council.

As trustees, he chose Gabriel Popov and Sergei Stankevich, agitated for him by Nikolai Travkin and the regional Society of Disabled People, whom he had previously helped finance.

Initially, Zatulin acted as the only democratic candidate for the district, but later Memorial intervened, and Sergei Vasiliev was added to it. Nevertheless, in each mail box throughout the electoral district, a leaflet containing information about Zatulin being the only democratic candidate was enclosed.

Many leaflets were also posted on the streets, their number was a record for this election campaign. For the candidature of Zatulin was given most votes, but since in general around the county less than 50 percent of the population came to the polls, the election results were not recognized.

On repeated autumn elections in the same year, Zatulin moved forward in the above constituency. A similar option was not allowed at that time, but in this case an exception was made.

The electorate again showed passivity, the election results were not recognized again.

Participation in commodity exchange

Joseph Ordzhonikidze, as deputy head of the Moscow City Executive Committee, helped Zatulin in May 1990 to organize the first officially registered exchange in the state - MTB (Moscow Mercantile Exchange). Among the organizers were also Grigory Poleshchuk, Mark Masarsky and Yury Milyukov.

Among the founders of this project was the Association of Young Directors, as well as structures such as the Union of Centers of Scientific and Technical Youth Creativity and Glavsnab at the Moscow City Executive Committee.

Zatulin Konstantin Fedorovich worked in the Exchange Committee and at the same time was a co-chairman on the stock exchange.

The Moscow Commodity Exchange, established by Konstantin Borov, which arose somewhat earlier, had to be renamed because of the lack of its official registration. It became the Russian Commodity Exchange.

During the same period, Zatulin established the brokerage firm "Robroke", which he headed.

From March to June 1991, Konstantin Zatulin, whose biography was inextricably linked to the stock exchange, was engaged in organizing the MBS (Interregional Exchange Union).

Together with Konstantin Borov he became the co-chairman of the MBS. A year later, due to the contradictions between the two exchanges, Borovoy had to withdraw from the exchange union. All power was concentrated in the hands of Zatulin, whose candidacy was approved by the congress. After a number of renaming the Union was named International Exchange and Commercial Union.

Entrepreneurs and politics

In 1992, a group of entrepreneurs, in addition to Zatulin included M. Khodorkovsky, V. Gusinsky, V. Vinogradov, M. Masarsky, Yu. Milyukov, organized the "Entrepreneurial Political Initiative-92". Representatives of this association at the Seventh Congress of People's Deputies stated that a compromise between the branches of power is necessary. At the end of 1995, the PRES faction excluded him from his ranks, so he was nominated to parliament on the list of the association of the Congress of Russian Communities, as well as in the Tuapse District, but again failed.

In 1996, Zatulin engaged in the creation of the Institute of CIS countries, the founders of which were some Russian ministries, Moscow higher education institutions and the mayoralty.

The scientific council of the newly created institution was headed by Andranik Migranyan, and Zatulin Konstantin Fedorovich is the director of the Institute of CIS countries.

Since December 1997, Zatulin was appointed assistant to the head of the Moscow administration.

SPD "Power"

In mid-1998, Zatulin Konstantin Fedorovich joined the Social-Patriotic Movement "Power". The Russian question has always been his hobby. Just at this time, Alexander Rutskoi was expelled from the "Power", who at the time created it.

Zatulin immediately joined the National Committee of the movement and its executive committee, and in November the sixth congress of the "Power" entrusted him with the post of chairman.

He inspired the entry into the Luzhkov "Fatherland", remaining in Zyuganov's People's Patriotic Union of Russia.

In 1998, the "Power" became one of the founders of "Fatherland". Zatulin entered his Central Council. In 2000, the "Power" was disbanded because of internal contradictions.

With his wife (maiden name Kozitsina), Zinaida Kesarevna, Konstantin Zatulin met during a joint training in one course of the historical faculty.

Their 30-year-old daughter, Daria, after graduation from MGIMO, where she studied journalism, holds the post of press secretary in the Russian Defense Ministry. Since 2007 she has been raising her daughter Nadya.
