Who is entitled to the old-age pension early

The old-age pension is the most common type of material security for the elderly in our country. The possibility of obtaining it are men and women who crossed the threshold of 60 and 55 years of age, respectively. At the same time, there should be no less than the established by the legislation and the number of pension points is not less than the minimum amount. However, a separate group of citizens can be paid an old-age pension early. List of works, professions, industries, positions, specialties and organizations, taking into account which this privilege is assigned, is approved by the order of the Government of the Russian Federation.

What is an early pension?

The conditions for obtaining a pension are regulated by federal law. In accordance with this, certain groups of citizens have the right to early retirement of old-age pensions.

Previously, in the pension legislation, this security was called preferential. It was received by physicians, teachers, artists, etc. Now, if a pension is appointed earlier than the established age, then it is correct to call it early.

It is issued five years before the established old-age pension, unless otherwise noted.

Conditions for registration

During work experience, when considering an application for early payment of a pension, periods of work performed continuously throughout the working day during a full working week are counted. In this case, insurance payments must be paid for these periods.

What documents are needed?

When registering an early pension in the Pension Fund should provide:

• Application for the appointment of a pension;
• Passport and, if necessary, a document confirming registration at the place of residence;
• SNILS, it is necessary to confirm the insurance experience.

The insurance record, worked out before the beginning of keeping records of information about the insured person in the pension system, is confirmed by the work record book. She is also the main document certifying the length of service. If the necessary information is not available, you can certify the required length of service by providing:

Reasons for refusal to pay

Most often, the pension authorities reject the application for early retirement for several reasons:

• The total work experience is not confirmed;
• It is impossible to reassure the fact of full employment;
• Does not establish a special nature of work;
• The specialty and position of citizens registered in the work record book, according to the regulatory legal acts, do not allow the appointment of a pension ahead of schedule;
• Impossibility to establish the fact of work in a particular organization.

In case of refusal, not later than five days from the date of the relevant decision, the PF should notify the applicant accordingly. The notice should indicate the reasons for the refusal and the procedure for its appeal. All documents submitted to the Pension Fund are returned.

General conditions of appointment

According to the law, an old-age pension is early transferred from the date of application, but not earlier than the day of acquisition of the right to receive it. The date of the application is the day of receiving the application from the citizen and all required certificates and documents.

The pension fund confirms the fact of receipt by issuing a receipt-notification.

If the application is mailed and all required documents for the date of application, the number indicated on the post stamp at the place of departure will be accepted. The receipt-notification will be sent to the applicant's address or will be given out on hand.

In the event that a citizen has not provided everything necessary, not later than three months, he can deliver the remaining papers. In this case, the date of receipt of the application or the number indicated on the post stamp upon dispatch will be included in the day of application. The list of missing documents is determined by the body of the RF PF and is prescribed in the receipt-notification.

The application for calculating the early pension shall be considered by the Pension Fund department no later than ten days after the filing of the pension. Based on the information contained in all submitted documents, a decision is made on the appointment. Citizens working in the field with difficult working conditions

There is a list with certain types of hard work. Citizens employed in these jobs have the right to early retirement of old-age pensions.

Large women, disabled people, parents and guardians of disabled children

Early insurance old-age pensions can receive large mothers of five or more children. They have the right to retire at the age of 50.

Basic conditions for obtaining:

The old-age pension can be early appointed to a parent who raised a child who is disabled from birth, at least up to the age of eight. This right can only be used by one person: either the mother of the child or the father. The guardian of the child, who is disabled since birth, also has the opportunity to register early retirement. How much earlier he can begin to receive it, depends on the term of custody. One and a half years of care can reduce the retirement period by one year. But the general term can not exceed five years. That is, if the guardianship period was six years, then the woman has the right to receive an early retirement pension at the age of 51, if nine - 50.

In addition to parents and caregivers, certain categories of disabled persons have the right to early payment of benefits. An early disability pension for an invalid is appointed if the group was received as a result of a military injury. It is necessary to have only work experience of twenty-five years for men and twenty for women.

Men with an experience of fifteen years, having a disability of the first group, can issue a pension for old age at the age of 50 years. Women under the same conditions, having ten years of experience, can apply for a pension at the age of 40 years.

Citizens with rare diseases, because of which they are dwarfs and midgets, also have an early-age pension. She is appointed disabled at the age of 45 years and 40 years with the required experience of twenty years and fifteen years.

Early retirement pension for health workers

For the employees of budget organizations, the state provides all possible benefits. If the following requirements are met for employees of health care institutions, regardless of age, an early medical old-age pension is required:

• The duration of professional activity should be at least thirty years. If the work experience was formed only for work in rural areas and urban settlements, then more than twenty-five years.
• For the period counted in the service record, insurance payments to the Pension Fund must be paid.

The duty of medical workers, based on the law of our country, is to improve their skills. Therefore, these periods should be included in the length of service for which an early pension is granted.

Citizens practicing pedagogical activity

Peculiarities of pension provision are regulated by law. Early retirement pension for teachers is appointed regardless of their age. The main thing is that the length of professional activity is more than twenty five years.

When carrying out work in an organization, whose name is not included in the list of pedagogical posts and institutions, this period of professional activity in the length of service for the appointment of a pension is not counted.

Professional activity, carried out in the period before September 1, 2000, is counted in the experience, regardless of the conditions for the fulfillment of the norm of labor time at this time. After this date - subject to the general fulfillment of the norm of working time, fixed as the wage rate, on the main and other places of work.

The length of service, the intervals of receipt of payments for temporary incapacity for work, as well as annual paid holidays, including supplementary ones, are included in the length of service. At the same time, periods that are not related to the learning process (participation in conferences and seminars, refresher courses, study holidays, leave without pay, unauthorized absences, parental leave, etc.) are not read out. An exception is a leave to take care of a child under three years old, held before October 6, 1992.

Early retirement pension for the unemployed

This status is acquired by citizens who are able to work, but do not have jobs and earnings registered in the employment center in order to find a suitable job for them. Such people, subject to the necessary requirements, are entitled to early retirement pension.

Terms of appointment:

• A person must have the official status of an unemployed person and the lack of the possibility of employment by the employment service;
• The age of a citizen must not be younger than two years before the age of retirement set for all;
• The basis for the dismissal of a person from a previous job should be either the liquidation of the organization or the termination of the activity of the individual entrepreneur, or the reduction in the number of staff of these employers;
• It is necessary to have the length of service that allows to issue a retirement pension according to the Federal Law "On Labor Pensions".

Features:

• The transfers of the assigned unemployment benefits will be made until the pension is appointed;
• A person has the right to choose the transition or non-transition to the early retirement benefit offered to him;

At registration of an early pension on an equal basis with the periods of work in the seniority are included:

• Time in which transfers of payments for temporary incapacity for work were made;
• Annual paid holidays;
