What is the examination of industrial safety of project documentation

Expertise of industrial safety of design documentation is a necessary procedure for approval of the project of expansion, re-equipment, liquidation or conservation of hazardous production and many others. The Federal Service for Atomic, Technological and Environmental Supervision, popularly known as Rostekhnadzor , is engaged in such activities, including a technical survey of the facility by experts and an expert opinion .

Regardless of the reasons for the appeal, the industrial safety audit of the project documentation is regulated mainly by Federal Law No. 116-FZ of 1997, which determines the order of requirements for the level of safety at hazardous industrial facilities, as well as a number of Rostechnadzor standards. In addition, there is a new version of the law 243-FZ, dating from 2011, applied when building expertise is needed at home. The essence of this document is that in the case of technical re-equipment carried out in parallel with the reconstruction of a hazardous facility, the project must include a re-equipment plan, and all related papers are subject to expert verification. In the event that the specified plan is not included in the project, it is necessary to assess the industrial safety of the design documentation for both the reconstruction project and all re-equipment documents.

Usually, when checking hazardous objects, a number of factors are taken into account, which must comply with the regulations, for example, safety at work, prevention of accidents with the localization of possible consequences, and all these criteria must necessarily have justifications and calculations. In addition, experts assess the compliance of the staffing table with the TC norms for hazardous production, check the system for monitoring compliance with the rules for working with unsafe machines and materials, the serviceability of emergency shutdown systems, and also consider the possibility of penetration of unauthorized persons into the territory of the enterprise. In order to avoid a potential error, all measurements and estimates are made prior to the beginning of the re-equipment, liquidation or conservation of the facility. In addition, the examination is carried out anew, even if corrections are made to the documentation.

If the specialists give a negative conclusion, the client is obliged to change the design of the work so that it comes into compliance with the laws of the Russian Federation, after which the assessment is conducted again. When an expert examination of industrial safety of project documentation is required, it is necessary to provide a number of documents:

- statement in which the features and technical characteristics of the object will be indicated;
- all project documentation with additions and diagrams;
- Source-permitting documents.

In addition, an economic and technical justification for the planned activities is often required. The conclusion is usually positive or negative, indicating the reasons for non-compliance, so that the client has the opportunity to correct all the shortcomings and ask for a new examination. If we talk about terms, then there is no universal scheme, everything depends on the specific case and its scale.
