What are the structural subdivisions of the operational management of the units and bodies of the Ministry of Internal Affairs of Russia? History

For the first time, the police on duty appeared in the eighteenth century. It was a permanent authority, where you could get help at any time of the day. In other words, it is a public office, where timely protection of violated rights was received. In those days, the police on duty was called the proprietor's decency. It was represented by private bailiffs and police teams entrusted to them, designated for every two or seven hundred yards of the city.

The police statute, established on April 8, 1782, announced the powers of the private police officer, whose duty was to receive petitions, complaints and reports of riots in his part. In addition, he was to interrogate witnesses and perpetrators in accordance with Articles 98, 99 and 102. And another private police officer imprisoned the criminals, reported all the incidents in his part over the past 24 hours to the Office. If he was away from the city for two hours or more, his duties were entrusted to another bailiff. In addition, he had to live in the part to which he was assigned. His house was to be opened day and night. His home was a haven for those in danger or in need of anything at any time.

From the middle of the nineteenth century, in every district of St. Petersburg there was a "crowded house". It housed police non-commissioned officers, private bailiffs, and premises for prisoners were equipped. On the grounds of the unit there were "police booths" in which there was a policeman. But before the formation of the real watchkeeping service and the very term "duty station" was too far.

Soviet power and the police

And here in Russia the Soviet power was established, the police was established. Duty units were not yet, but police officers were on duty on schedule. In the early thirties, a large-scale reorganization of the criminal investigation apparatus and the police was carried out. Specialization of its divisions was carried out, and in some departments even regular posts of duty officers appeared. But these innovations have not gained much popularity. In most districts of the city, the duties of the duty officers were continued by district inspectors and other officials. Unfortunately, they were often very poorly prepared for this work. NKVD of the USSR

June 14, 1935, the NKVD USSR issued an order No. 077 "On the work of police officers on duty". It noted the importance of the work of the duty officers in this way: "Often anticipation and disclosure of crime often depends on the speed, correct work and timely activities carried out by the duty attendant. This area of police work should be established as soon as possible and put in an exemplary manner. " The order also indicated the most important duties of the duty officers. They mostly remained unchanged until our time. Employees were obliged to receive applications from citizens about criminals and violators of order, quickly and decisively take measures towards them, protect public property, manage a daily outfit, report to the head about precedents. In more detail, the rights and duties of the duty officers, their subordination, as well as the rules of appointment for duty, maintenance of official papers were painted in the order of the NKVD of the USSR of May 28, 1940. It was this order that approved the "Provisional Instruction to the responsible officer in charge of the city department of the district military registration and enlistment office."
