The Parliament of Georgia and its composition

Major changes in Georgia occurred not so long ago. In 2012, Georgia became more a parliamentary republic, although it was previously considered a presidential republic . It is the parliament that is now taking all the important decisions concerning reforms and improving the economy, which will help citizens of the state to live much better.

Where is the parliament?

The Parliament of Georgia was moved from the capital of the state - Tbilisi - to Kutaisi, therefore the plenary sessions are held exclusively in Kutaisi, and the less important activity of the parliament is carried out in Tbilisi.

The essence of the status and regulations of Parliament

To date, the parliament convenes the session only twice a year. The first session is called spring, it starts in February and lasts until June, the second session is autumn, it starts its work in September and ends in December, when the results of the last year are summed up. It should be noted that the work is boiling almost all year round, as the Parliament of Georgia carries out not only weeks of meetings, but also actively works in committees. Legislative power acts in accordance with the laws recorded in the Constitution, while it states that the legislative authorities are limited to certain republics - Abkhazia and Adzharia, which are now considered to be uncontrolled territories of Georgia.

History of Parliament Development

In the history of Georgia there is such a thing as "Darbazi". It is with him that the first attempt to organize the Georgian parliament begins. Darbazi was very similar to the diet and was organized under the reign of Queen Tamara, but all the ideas were not destined to be implemented, so the parliament did not manage to organize. In 1906-1917, the deputies still had to gather a meeting, but they were only representatives from Georgia in the State Duma of the then Russian Empire.

As a result, for the first time the Georgian parliament was established in the Georgian Republic in 1918. With the formation of the Georgian SSR in 1921, when the Soviet government was established, a one-party system also appeared, until 1991 the Communist Party of the Georgian SSR existed. The development of the Georgian parliament did not end there, and as history shows, these were the first steps towards the formation of a new parliamentary republic.

By 1990, there were already several parties on the territory of Georgia, therefore on October 28 elections were already held in the Georgian parliament, in which several parties ran simultaneously. Then Zviad Gamsakhurdia became chairman of the parliament, later became president of the state. But in 1991-1992, there was a conflict between the parliament and the newly-made president, which gradually developed into an armed confrontation between the supporters of the president and the main legislative body, and the entire Supreme Council was dispersed with the help of the military. In 1992, direct elections were held, where the parliament itself was elected by the people themselves.

The composition of the Georgian parliament for today

Since 2008, the Georgian parliament is considered unicameral and includes 150 deputies. According to all the rules, according to the Constitution of the state, 77 deputies are elected according to the lists, and there are 73 single-mandate districts. Deputies can be elected only for four years by voting, after which re-elections of deputies take place.

How was the composition of the government renewed ?

Not so long ago, at an extraordinary plenary meeting, a decision was made to update the Cabinet of Ministers, and a new program was adopted that would help the state develop and act for the benefit of civil welfare. Under the laws of Georgia, the parliament has the right to express confidence in the new government, after which the speaker draws up a special act that is sent for signature to the president and approved by the prime minister. The head of state must take a decision within two days. The results of the elections to the Parliament of Georgia showed that people are striving for changes for the better, that's why the party "Georgian Dream" became the winner, which offered its own development program. As a result of the elections, Georgi Kvirikashvili became prime minister.

The current composition in the Parliament of Georgia

It can not be said that the last elections were easy, on the contrary, the struggle was serious and complex. This time, for credibility, the government voted 110 deputies out of the current 150, negative results were shown only by 19 deputies who turned out to be supporters of the expelled President Mikheil Saakashvili and the Alliance of Patriots faction, representatives of these parties left the room altogether and did not vote. But despite this, the vote was recognized as legitimate, and the renewed Georgian parliament, whose composition is mainly represented by the deputies of the main party "Georgian Dream", began its work.

  1. The head of the Cabinet of Ministers was Georgy Kvirikashvili. Together with 16 ministers and two state ministers, he began active work on reforms.
  2. The Minister of Finance was also replaced, Dmitry Kumsishvili came to this post with a new program aimed at developing the economy.
  3. The Minister of Economy was Georgiy Gakharia, who used to be the secretary of the economic council.
  4. Minister of Energy became Kakha Kaladze.
  5. Former head of strategic projects - Zurab Alavidze, received the post of Minister for Infrastructure.

No more significant changes have taken place in the Georgian parliament, all other ministers have remained in their posts. The parliament has great expectations, as it is responsible for all the reforms and their results, the parliament. There were not many elections in Georgia in the whole history, but the latter were the most difficult and passed in two stages. At the first stage three parties won simultaneously, but the absolute victory was won by the party "Georgian Dream", which as a result of voting could receive 115 votes. An independent candidate named Salome Zurabishvili and Simon Nozadze who was nominated from the party "Industry will save Georgia" was also elected to parliament. The team that is working now has directed its efforts to achieve one goal - to make Georgia a prosperous state.
