The official regulation is the main normative document of a civil servant

The official regulation must be approved by the representative of the employer and organize the professional work of a civil servant of the Russian Federation. This document is designed to assist in the proper selection, placement in the respective positions of employees, responsible for improving their professionalism, improving the technological and functional division of labor between department heads and their subordinates. Also, the official regulations are used for the reception of citizens for service, planning and evaluation of their future official activities, as well as conducting qualification testing (examination) or attestation.

The results of the implementation of this regulatory document by employees can be taken into account when carrying out competitive measures to fill a vacant post or when this specialist is included in the personnel reserve. Also, if the results of the civil service are positive, the employee can be encouraged accordingly.

The regulation is used as an annex to the contract for civil service in Russia or the replacement of a certain position in the same service. The document is kept in one place with the job description of the employee.

The official regulations should be drawn up in accordance with the requirements of Article 47 of Federal Law No. 79 of July 27, 2004. Its structure must include:

- official duties, responsibilities and rights of civil servants for improper performance or failure to perform their duties in general, which correspond to the tasks and functions of the relevant structural unit;

- a list of qualification requirements for the nature and level of knowledge, skills that are applied to a civil servant, as well as the availability of appropriate education and experience of public service or work experience in the specialty;

- questions on which the civil servant has the right or is obliged to make decisions independently;

- the order of interaction of the employee in the performance of his duties with other officials or organizations and ordinary citizens.

The official regulations may also include such indicators:

- a list of public services that can be provided to organizations and citizens;

- indicators of effectiveness and effectiveness (evaluation criteria) of the activities of a civil servant.

As mentioned above, to assess the performance of duties regularly (mostly once a year), attestation or evaluation is carried out. Certification of civil servants contributes to the formation of high-quality personnel of the organization, raising the qualification level of these specialists. It also allows to resolve issues related to the replacement of posts in the reduction of employees of a particular public service, as well as changes in wages.
