The land market. What groups of actors exist in Russia?

The land and natural resources market is a single structure. Somehow he touches many of us. Therefore, you should know that here the meaning of the term "land" does not mean only a single piece of land, for example, agricultural or housing construction, but also includes a resource in the form of deposits of minerals. One of the subdivisions of this market is directly the land market, where public services and people of different spheres of economy come in contact: industrial, construction, mining, agricultural and processing.

It is a mistake to think that only purchase and sale deals are concluded here, as a result of which property rights are transferred from one person to another. Most of the contracts the land market carries out only the transfer of plots for use for a fixed period of time - in rent. At this type of transaction, the owner does not lose his right of ownership, because this type of calculation begins, as the appointment of land rent.

Under the terms of the lease right, the new owner receives the property for temporary use. In this case, the transaction regulates the land market, rent in this case is appointed as the price for ownership of the site. Lease relations are very wide and exist everywhere.

For example, there are such states in which private ownership of land by legislation is not provided for. But this does not mean that there is no land market in them. After all, in this case, certain authorities transfer to the urgent or unlimited use of certain areas for economic activities, and the country's budget receives payments for this. Only as buyers are various subjects (both legal and physical), and as a seller - representatives of the state.

In order for the land market to develop, you need such functions as the study of trends, forecasting, the establishment of investment attractiveness. Based on their data, interested persons find the criteria they are interested in for studying proposals, selecting and comparing different sites according to the estimated parameters.

The land market must also be provided with legislative documents defining its main subjects.

For example, in Russia there are three groups of subjects:

  1. The first includes such representatives of power as the President of the country, the State Duma and the Federation Council, authorities and local self-government.
  2. In the second - the subjects representing commercial and public structures.
  3. In the third - individuals, families, nationalities and various civil associations.

The economic interest and the size of the parties' income during the lease are determined by the cost of the facilities, the magnitude of the investment risks and the expected price of the site in the event that it was put up for sale.

Factors of land pricing also have their own specifics and tools. But most often the determining factor here is a comparative approach to similar deals with sites in close or similar conditions.
