Special economic zone "Dubna" (Moscow region): areas of activity, taxation

Special economic zone "Dubna" is located in the suburbs. Its territory stretches on both sides of the Volga River. In fact, it is part of the city of the same name. The special economic zone "Dubna" was established in accordance with the Resolution of the Government of the Russian Federation in 2005. Its estimated duration is 49 years. The territory of the SEZ is about 188 hectares. The most part of the territory is occupied by the so-called Russian Programming Center. The planned investments in the development of the zone are about 17 trillion rubles.

Status of the SEZ in Russia

Special economic zones in the Russian Federation began to be created in 2005. The experience of the Republic of Korea and the United States of America was taken into account. The main objectives of the creation of the SEZ were to attract foreign investment and create new jobs. The global goal is to develop our own industry first. Over time, Russian goods must replace foreign imports, and then national producers must enter the foreign market. Attraction of investments was carried out due to the simplification of taxation. According to the Federal Law No. 116-FZ in the Russian Federation, the following SEZs are distinguished:

1. Industrial production. They produce cars, spare parts for them, construction materials, chemicals, household appliances. There are nine of them in Russia.
2. Innovative. They are located in the largest educational centers. The creation of such SEZ is aimed at providing a symbiosis of business and science. Here produce a variety of electronics, including the most advanced. There are six of them. Among them is the special economic zone "Dubna".
3. Tourist. Their location is conditioned by natural and climatic conditions. It organizes various types of business related to recreation. To date, there are seven.
4. The port. They are located in the main transit nodes.

All SEZs located on the territory of the Moscow region are considered effective. There are four in total. Therefore, talk about the fact that the SEZ "Dubna" will be closed, yet have no basis under itself. Dips are recorded in the work of zones located in other regions. In June 2016, the Russian president ordered to suspend the operation of inefficient SEZs.

Special economic zone "Dubna" technology-innovative type fully fulfills all the obligations imposed on it. It is extremely successful against the background of others. Therefore, there are no obstacles to its further development. In the SEZ TVT "Dubna" has already been invested by the state in the amount of 8.334 million rubles. And this is only half of the planned funds. The volume of investments is planned at the level of 17.171 trillion rubles.

History of creation

A special economic zone of the technical-innovative type "Dubna" was established in 2005. A feature of this type of SEZ is the uniqueness of the products manufactured here. "Dubna" was created virtually from scratch. Ten years ago, there was a vacant lot on its territory. Now all necessary infrastructure has been built there for comfortable work of the enterprises. There is a construction of a residential complex. Several houses have already started settling. The volume of investments from residents of the SEZ has already exceeded 8 billion rubles.

Priority directions for "Dubna" are:

• Information and communication technologies.
• Nuclear and nano-physics.
• Biomedical technologies.
• Creation of composite materials.
• Designing of technical systems.

Current situation

At the moment, about 90 companies are residents of the SEZ "Dubna". Thanks to registration, they receive not only preferential taxation and convenient infrastructure, but also additional preferences. Among them:

• Apartments for living of leading specialists.
• Free connection to the system of communications and electricity.
• Fast data transfer channels.
• Access to advanced equipment through the nanocenter.
• Duty-free import of materials and equipment for own consumption and other preferences inherent in free customs zone regimes.

Leading companies

A significant part of residents belong to the sphere of information and communication technologies. They are developing their own unique software products. Also there are residents who are part of large holdings. In this case in the SEZ are located research and development centers, and production is carried out outside of it. Some residents are engaged exclusively in the initial development of products, and then sell their ideas to third-party companies. Among the large organizations that conduct production in the territory of Dubna:

• "Communication engineering KB". This company is engaged in the production of printed circuit boards, both in large batches, and small.
• Prepreg-Dubna. This company was built less than a year. It plans to capture 10% of the world market of fabrics that are made on the basis of hydrocarbon fiber.
• Promtech-Dubna. Here, on-board cable networks are manufactured. The company continues to expand.
• CJSC MPOTK "Technocomplekt". The company is the leader of the domestic industry in the field of DC systems.

The development of the SEZ is not over yet. In the plans of companies-residents really a lot. The state also seeks to invest additional money in infrastructure in order to shorten the period from the beginning of product development to the release of finished goods.

Special economic zone "Dubna": taxation

Payments to all kinds of off-budget funds in this SEZ are 14%. In Russia, this figure is 30%. Tax holidays on property and profit are established . Their term for new residents is 10 years. The income tax in Dubna is 13.5%. This is 6.5% less than in the territory of the Russian Federation, which has no special status.

Working in Dubna

About 2,000 people are employed in the SEZ. It is planned to increase this number to 10 thousand. For this purpose, it is planned to attract about 200 more companies. Now young prospective specialists with high qualifications are coming here. The further development of the SEZ and the Russian Federation as a whole depends on them. For them, residential complexes and hostels are being built.

The level of salaries in the city grew in 2016 compared to last year. In the first half of the year, there is no salary arrears. Work in Dubna is both in the city itself, and in the eponymous special economic zone. In educational institutions, the average wage in 2016 is about 31,774 rubles. In the field of health care, about 37 thousand people receive. The average salary for all organizations in 2016 is 44664 rubles. This indicator for the Moscow region as a whole is more by 2 thousand. The region is developing intensively due to the location of a zone with a special status here.
