Lifting young professionals. Size and eligibility

After graduating from an educational institution, graduates face the problem of finding a suitable job in their specialty. Usually large companies, enterprises and firms prefer to hire specialists with experience in their staff. Because of this, young professionals are looking for another job and are not being trained by profession.

Who is considered a young specialist

In Russia at the federal level, the rights of a young specialist are regulated only by the normative-legal act of art. 70 TC. According to this act, the employer can not accept graduates for internships. A young specialist is immediately enlisted in the staff without a probationary period.

The definition of "young specialist" is not defined in the TC, it is not found in other laws. Only a normative legal act helps to identify the criteria for this status:

  • The age of the candidate should not be more than thirty-five years;
  • Higher or secondary vocational education, which was received at a day hospital in an institution with accreditation;
  • To work for three months after receiving the diploma.

Benefits for young professionals and lump sum payments are established and regulated by sectoral agreements by the relevant departments. At non-state enterprises, social support is provided on the basis of regulatory legal acts of this institution. Therefore, during employment for work and signing a contract, you must carefully read the collective agreement of the enterprise. All conditions for obtaining benefits by young specialists are prescribed there.

The youngest specialist's age limit

Up to what age can you qualify for lifting young professionals? Depending on the region, the age of an employee without work experience should be up to 30 - 35 years. This status is issued once and is fixed for three years after the signing of the employment contract. There are cases when the status can be increased to six years:

  • If the employee is on maternity leave;
  • When there was an urgent call to the service;
  • If the employee is enrolled in full-time postgraduate study.

Conditions for receiving social assistance for teachers

The help to young specialists and the payment of a lift in the sphere of education depends on the place of work and position. Lump-sum payments throughout the country are the same. The main conditions for obtaining it:

  • Applicant's age is not more than 30-35 years;
  • Presence of a diploma, which was received by the institution with state accreditation;
  • Signing an employment contract within three months after receiving the diploma.

Types of payments

How many lifts for young specialists can be assessed, and what kinds of material assistance are there? Cash amounts can be paid in the following forms:

  1. Payment is one-time . It is issued once during the device in the state. Its size is from 20 thousand to 100 thousand. Teachers of the capital are provided with assistance in the amount of one hundred thousand rubles, and for teachers from St. Petersburg this assistance is 50 thousand rubles.
  2. A surcharge to wages is added. Such assistance is calculated as a percentage of the salary. In the capital, the percentage ratio is 40%, and for professionals with a red diploma - 50%.
  3. Issuance of preferential mortgage. Help to young professionals in the purchase of housing is thirty percent of the total.

A young specialist in education. Its benefits and payments on the example of two cities

A young specialist in education receives social money, the amount in each city is different. For example, the situation with charges in two cities will be considered:

1. Moscow. In addition to a one-time cash payment, the teacher is given an extra charge of 40% of the work rate or 50% for a specialist with a red diploma, during 3 years of work. Also in the capital, a young teacher gets 15% compensation from the amount for travel. If the teacher works for one and a half bets, then he will receive a surcharge only one.

2. St. Petersburg. Allowances to pay are not provided here, but teachers are entitled to a lump sum payment. The amount of payments in basic units (for 2015, 1 base unit is 8,443 rubles):

  • Specialists who have a state diploma receive 6 basic units;
  • Graduates who graduated with a red diploma receive 8 basic units.

Also, for 3 years, young teachers are issued monthly compensation for travel at a rate of 50% of costs. In order to receive social assistance, it is necessary to write an application and refer it to the St. Petersburg Social Security Authority.

Types of material assistance in rural areas

A young specialist in the village can count on financial assistance under a special program. In 2017 the program "Young Specialist in the Countryside" continued its work. Its main goals are: to attract graduates of educational institutions to the agrarian sphere. For stimulus, money is raised to young specialists. There are certain conditions for candidates:

  • Age should not exceed thirty-five years;
  • Higher education or getting it soon;
  • Lack of living space;
  • If housing does not meet housing standards;
  • The candidate must reside in the village or be prepared to move there.

Accrue lifts to young professionals if they are suitable for all criteria. The amount of material assistance depends on the region. To receive a sum of money, the employee undertakes to work in a rural institution for at least 5 years. If the employee has worked less than 5 years and has written the application for dismissal, then he must return the monetary aid to the state for the unworked years.

In addition to lifting, a young specialist in the countryside can receive benefits for mortgages. Also in some regions additional additional payments are accrued.

Benefits for a mortgage in 2017

After graduation, young doctors, teachers and other specialists can not afford to take a mortgage loan from a bank or purchase a home for their money. For motivation, the state issues not only lifts to young specialists, but also offers incentives for mortgages. This program is called "Mortgage for young professionals." In 2017, the state issues money to provide housing for former students. Mortgage benefits can be issued:

  • According to the federal program "Housing";
  • According to the regional program, for which the municipality is responsible;

  • At the time of the purchase of housing, thirty percent of the total cost is paid;

If an employee moves to a rural area, he is provided with housing and issued a site for construction.

Who can benefit from a mortgage

The program can only be attended by employees who have recently completed their studies. The main criteria of the candidate:

  • Age is not more than thirty-five years, for a scientific employee - no more than forty years;
  • Since the receipt of the diploma, no more than 12 months have passed;
  • The applicant studied at the day hospital;
  • A primary job for a job in the specialty of a budget organization.

There are also special conditions for each position. Teacher, in order to receive a housing benefit, you must have at least 1 year of work experience. The scientific employee needs a work experience of at least 5 years in a scientific institution. Physicians are given preferences when moving to a rural area and signing a labor contract for 5 years.
