Federal search for criminals and missing persons.

Federal search is declared by law enforcement agencies in the event that the measures taken by the local search are exhausted, and the goals of these measures are not reached.

Federal search for criminals implies a whole range of actions of a different nature, namely, the internal affairs agencies conduct operational search, information, reference, operational work, the purpose of which is to find the person being sought. In operation, the authorities use any information from the address bureau, the alarm system of all information centers of the Internal Affairs Directorate, the Ministry of Internal Affairs, and all regions that make up the Russian Federation.

There is a category of persons who are announced immediately in the Federal Search of Russia, as soon as a procedural decision is adopted that permits the production of a search. Such persons include:

- Persons accused of committing grave and especially serious crimes ;

- armed criminals;

- criminals who escaped from places of deprivation of liberty;

- criminals who escaped from custody;

- persons who have been found to have a substance that can harm people's health and life.

Persons who have disappeared without a trace along with the car are declared in the federal wanted list by means of the establishment of a search file, which is accompanied by a ciphertext.

Detailed information on persons declared immediately to the federal wanted list is urgently transmitted by the information centers of the Internal Affairs Directorate or the Ministry of Internal Affairs by means of encrypted communication channels to the Main Information Center under the Ministry of Internal Affairs of Russia, followed immediately by the decision to declare a person on the federal wanted list.

Further, the bodies of the Interior Ministry of the 8th GU of the Ministry of Internal Affairs of Russia transmit information about the announcement to the federal wanted list in the direction of their head. Information on the federal search for certain persons from the Main Information Office is transmitted in encrypted form to all police departments and the Ministry of Internal Affairs of the regions using electronic means of communication. Further all the information received is placed in the files of the address bureaus and information centers.

The federal search is also provided for persons missing if the local search did not bring satisfactory results within 3 months from the day when the necessary measures begin.

If, in the opinion of the head of the Internal Affairs Directorate, there are all grounds to consider local measures exhausted before the expiration of the deadline, the decision to declare a federal search can be made ahead of schedule.

Declare a person on the federal wanted list is possible in accordance with the decision of the Internal Affairs Directorate, conducting a local search. At the same time, the ATS officer fills in the IPC (information retrieval map), which indicates all available information regarding the relationship of the person sought and places where there is a high probability of its appearance. In case of receipt of additional information, the employee makes corrections to the PKI.

According to 2009, more than 345,000 people were declared on the federal wanted list, of which 65,000 were missing, some 25,000 were considered persons who lost contact with relatives, the rest are deserters, criminals, patients who escaped From psychiatric hospitals, persons wanted by Interpol, malicious non-paying alimony.

As a rule, people who went to study, people who went to rest or to other regions for work, and who have not returned for a long time are referred to the missing as missing persons. In the federal wanted list, according to the same statistics, there were about 44,000 males and about 33,000 females. Half of the total number of wanted persons are criminal criminals, about 4 thousand of whom committed murder, 185 people - dangerous recidivists, accused of committing particularly serious crimes.
