Demolition samostroya in Moscow: a list and reviews

Years go by, the country is undergoing changes. If in the 90's the presence of shopping pavilions near stops of public transport, metro stations and other crowded places was considered the norm (or even an integral part of cities and other settlements), now the authorities are very responsible for eradicating such "monuments of dashing times". Did not pass this cleansing whirlwind and the capital of Russia. Demolition samostroya in Moscow is gaining momentum, but the peripheral regions have not yet reached this step. But, of course, there is a hope that the entire country will be able to cleanse itself.

Where did samostroy come from?

The last decade of the last century had a lot of unpleasant moments. There was an outrage in the country, there was a terrible shortage of food, and all people survived as best they could. Hence the attempts to develop a business with the aim of having at least some income (we need to feed the family). It is for this reason that such a concept appeared - samostroy.

Tents and trade pavilions appeared everywhere. If even now visit a few small towns on the periphery, then you can fully immerse yourself in the atmosphere of the "dashing 90s". After all, the demolition of samostroya in Moscow even began relatively recently, and to populated areas in the wilderness, it probably will not reach at all.

Until some time, the presence of such tents did not surprise anyone. In them, people often, on the way to work or study, bought relatively inexpensive, but not very high-quality household goods. It seemed that such sales outlets densely entered into the life of any Russian citizen.

But the checks carried out by the authorities showed that most of the pavilions were built illegally. The reasons for the demolition of buildings were:

  • Threat to life and health of citizens;
  • Distortion of the architectural appearance of the whole city;
  • Violation of safety standards for metro stations;
  • A hindrance to the development of road and transport infrastructure;
  • Obstacle to access to communications.

It was these factors that triggered a further storm called "Demolition of the samostroi in Moscow".

Who is involved in the demolition of buildings?

After the announcement of the authorities about the need to save crowded places from illegal buildings, not all owners of retail outlets hastened to carry out the order. Of course, there were decent citizens who voluntarily and independently demolished their own pavilions, but there were people who ignored the announcement.

And one day the first list of demolition of samostroi appeared in Moscow. That is, the owners were warned. They were even offered help in finding a new place for retail outlets with a more convenient location. Again, not many people agreed to this. But the authorities have already decided to take drastic measures.

The first demolition of samostroi in Moscow took place on the night of 8 to 9 February this year. 97 buildings out of 104 planned were removed. By March, the authorities demolished the remaining 7. The society, for the most part, these changes caused extreme indignation. Over time, this wave subsided, and the Muscovites began to notice with astonishment how much cleaner and more picturesque their city could be.

Financing of demolition

To dismantle their tents, the owner can either contact the company directly with this profile, or contact the local authorities and transfer the demolitions to their care. In the first case, it should be noted, monetary compensation to the ex-owner will be added in the recalculation of 55 thousand rubles per square meter. The second option is less profitable: here the payment will be 51 thousand rubles per square meter.

Thus, the authorities are trying to reassure citizens, to let them know that although they do not need their self-construction (for demolition) in Moscow, they are nevertheless demolished to create a more favorable environment. And the trade itself is not forbidden, simply given to other places intended for this purpose.

There are also some nuances. Given the cost of retail space in Moscow, it will be very problematic for the money received to purchase a pavilion of equal value, since the prices per square meter in some areas are not less than 120 thousand rubles. And this is the minimum value. Many experts of this region call even sky-high sums - from 500 and more thousand rubles. In this case, the ex-owners of the shopping pavilions will only have to rent a trading platform.

Have you done much already?

Since the first dismantling of buildings, almost a year has passed. During this time, 211 illegal structures were removed. And this is not the end, a new list of demolition of samostroi in Moscow involves the liquidation of another 43 objects.

According to several newspaper publications, more than 65% of owners voluntarily demolished their outlets. Given the fact that the warning of dismantling was reported to all pavilion owners, it seems surprising that there are 35% of people who disagree with the dismantling. Especially since the list of self-construction for demolition in Moscow was open access, and it was impossible to avoid such a fate.

Constitution and demolition: is everything really legal?

Formally, with the documentation from the owners of outlets, everything is in order. There are certificates of ownership and other related documents. At the same time, buildings are illegal, at least in view of non-compliance with safety regulations, if the pavilion is located next to the metro station.

Several people tried through the court to defend their right to preserve retail outlets. But, in the opinion of the Constitutional Court, these buildings can not continue their existence in the former places, since this can damage the security of citizens.

Moreover, in addition to warnings in the media, two months before the supposed date for the liquidation of buildings, an information board is being installed within the territory of an illegally erected commercial space . And already he, in his turn, just can not go unnoticed.

Ex-owners of samostroya: how to be?

If people encountered the first wave of demolitions extremely aggressively, then the liquidation of the second list of objects was practically of no interest to anyone. Even the former owners did not come to see how their property was destroyed. Most of the citizens whose buildings were on the list, virtually resignedly agreed to voluntary demolition samostroya in Moscow.

As an example LLC "Creation". The representative of this organization in advance asked the tenants to vacate the premises. The communications were later cut off a little later, and by the time the dismantling began, the building had been prepared. Many people acted in this way, understanding the futility of fighting power. The only thing scary of volunteers is the uncertainty in the payment of compensation.

Although there are those who try to defend the right to set their prices. The owner of the buildings at the metro station "Kropotkinskaya" through the court is trying to achieve an increase in the amount of payments to 120-150 thousand rubles. He argues that it is impossible to purchase the same areas for the amount of compensation.

Did the volunteers pay?

Yes, those who did not try to resist the decision taken by the authorities began to receive money on November 16. OOO "Nature-Ilal" received its compensation among the first. The building was 216 square meters in size and was located in the North-West District.

Create an application for compensation is a rather long and problematic process. For this, it is necessary to collect a package of documents, some of which are rather difficult to make. All these papers together with the application for compensation of damage must be attributed to the prefecture of their district. In the next two months, the owner's account must be paid.

It should not be forgotten that only those citizens who have voluntarily agreed in a timely manner have the right to payment. Ignored the announcement of the demolition, of course, no compensation is provided.

New worries. What awaits in 2017?

Next year, the population will face new demolitions of samostroya in Moscow. The list of buildings has already been drawn up and approved by local authorities. Forty-three illegal objects will be destroyed in January 2017. Their location is diverse, in each district there are several such buildings. A detailed list, in which specific addresses of the demolition of samostroi in Moscow are indicated, is in the public domain.

Those whose outlets have been liquidated should not worry about the payments: compensation for the former owners of samostroya at the moment are preserved in full. As before, the right of appeal to the prefecture for assistance in dismantling the building remains. Pavilions of citizens who did not agree with the destruction, will be removed at the expense of local authorities.

Finally

Everything that the municipal authorities are doing is aimed only at improving the well-being of the city. This is the planting of trees, and the maintenance in proper order of buildings to ensure the life of the city, and the creation of new parks, and the demolition of samostroya in Moscow (recent manipulations, by the way, make room for the establishment of more appropriate institutions). The prospect of organizing recreational facilities in the former territories of illegal buildings, by the way, was very pleased with a huge number of people.

Complex improvement of Moscow is possible only when clearing the territory from illegally erected buildings. This is exactly what the government thought about when arranging demolitions. It's a pity that not all ex-owners of retail outlets could understand that the actions are made only for the benefit of their native city and for the sake of improving the comfort of the capital.
