Decremental time in Russia

Decree time is a special time definition system adopted in Russia since 1930. It consists in the addition of sixty minutes to the calculus.

Such a project was adopted by the Council of People's Commissars for full-time work in the daytime and saving electricity. The time was abolished in February 1991, but then again came into force in January 1992. Once again it was canceled in March 2011.

Decree time is still effective in the territory of some countries of the former USSR.

Since 1917 in Russia it was decided to switch to "summer" time, and then return to "winter". This return of the gunners back one hour was canceled in 1930. As a result, there appeared the so-called maternity time, ahead of the waist one.

Since the spring of 1981, a new time was introduced in the territory of the former USSR , which exceeded the waist one by one, and by two hours. At the same time, the return to the "winter" calculus was restored, which was carried out by shifting the arrows an hour ago in the autumn.

In 2011, in connection with the abolition of the transition to winter time, the situation of the 30th year of the last century was repeated. Only the actual time is ahead of the belt now for two hours.

But this innovation is applicable not to all regions of the Russian Federation. So, now in Western Siberia, Kamchatka and in some other regions, by the time of the day, only one hour has been added. And on the territory of the Nenets AO, Komi, Chukotka, time corresponds to the belt. Such confusion arose due to the shift to the east of the borders of the time zones in Russia in the period since 1992.

According to some scientists, the fact that the time calculation used is two hours ahead of the waist, negatively affects the health of many people.

This is due to a violation of the natural rhythms of the body. In addition, reducing daylight hours can lead to depressive conditions in both adults and children.

At the same time, people who work on schedule from 9 am to 6 pm, as well as schoolchildren who attend additional classes, will not see the light day at all.

According to other researchers, such a measure, on the contrary, will improve the quality of life and even reduce the death rate. After all, most of the wakefulness will occur at daylight hours, which can reduce the number of accidents and accidents on the roads. Also, many believe that the time ahead of the waistband for two hours is psychologically more natural for a person. In favor of this position, says the fact that the translation of arrows in the spring and autumn increases the burden on the body. On the days when the clock was translated, the number of acute illnesses increased, and the percentage of suicides increased.

So, there are two opposite points of view on the problem of time change in Russia. As far as each of them corresponds to reality, it is difficult to say.

Anyway, most of the inhabitants of Russia are used to living in a new time.

If historically the maternity time was established, basically, to save electricity, now the question is not worth it, because it became clear that the savings, if it is, are very small.

To a greater extent, one has to think about the health and psychological comfort of citizens. For the sake of justice, I would like to note that the majority of residents employed on permanent work did not notice a change in their state of health and mood in connection with the cancellation of "summer" time.

By the way, now the concept of "decretal time" is no longer used in Russia. The new bill "On the calculation of time" has replaced the administrative time zones with time zones that do not coincide with the previous territorial division. And the concept of the decree time, in accordance with this law, was withdrawn from circulation.
