Certification of products on the territory of Russia

The term "certificate" in Latin means "done right". In the modern world, in a market economy, subjects often face difficulties in assessing the quality and reliability of their products. According to international experience, a tool that guarantees the conformity of the qualitative component of the product to all requirements is certification. It is also a complex of measures, carried out to confirm the documentation that the products meet the standards, specifications or other normative documents.

Foreign companies spend a lot of money on proving to their customers that their products are of the highest quality. Sometimes such costs are comparable to the money that was spent to achieve this level of the product. Why is this happening? Because the certification of products is an effective tool to promote the development of trade and economic ties of the country, helping to promote the released items to the external and domestic market. It also allows them to be fixed there for a long time.

Certification of products is an integral part of protecting the market from unsuitable products. Safety, protection of health and the environment led to the need to establish the responsibility of the producer, supplier, seller for the introduction of low-quality products into the turnover. In addition, there is a goal to establish mandatory minimum requirements, which relate to the properties of goods being put into circulation. Responsibility is prescribed in the law "On the Protection of Consumer Rights" (Russia), the Law "On Responsibility for Products" (Europe). The minimum requirements for characteristics are relevant to the product group or to individual properties of the product, for example, certification of communication facilities.

In order for products that fall into the field of legislative regulation to be put into circulation, official confirmation of its compliance with requirements by a third party is necessary. The certification bodies conduct identification, certification, issue licenses and certificates, and perform inspection control. Such organizations should be accredited by the State Standard of Russia, which confirms the right to carry out the selected activities. Certification of products can be both mandatory and voluntary. An obligatory definition of quality is a proof of the conformity of objects to the requirements established by regulatory documents. Its main goal is to protect the consumer from a substandard product. In Russia, to achieve this goal, a "GOST R System" was established, approved by the State Standard.

Voluntary certification of products is carried out on the initiative of individuals and organizations on contractual terms. Its purpose is to confirm the compliance of objects with the requirements of standards, technical conditions, documentation. It is carried out by voluntary certification bodies that are part of the system. They can be formed by a legal entity that registered a sign of conformity in the State Standard.
