Certification of goods is an obligatory condition for realization on the Russian market

Since 1999, Russia has a system for declaring compliance. A document confirming the quality of products can serve as a certificate and a declaration of conformity. For a number of products and types of products, an obligatory condition for the sale and use on the territory of the country is the availability of a GOST R certificate of conformity and a fire safety certificate.

The GOST R certificate determines the conformity of products to state standards, rules and norms in the field. A fire certificate or a fire safety certificate confirms the conformity of the goods or equipment with the requirements of the technical regulations on fire safety. The basis for certification in the GOST R system is the approved list of goods subject to mandatory certification. It should be noted that these documents can be issued both to the manufacturer and to the importer of the products. The validity of certificates is from one year to three years.

The hygienic certificate is issued by the Federal Service for Supervision of Consumer Rights Protection in each individual subject and region of the Russian Federation. For customs clearance of products entering the territory of Russia, hygienic certificates are issued by the territorial body of Rospotrebnadzor. Regardless of the territorial body issued a sanitary and hygienic report, it is valid throughout the territory of Russia. As a rule, all goods and products that are in any way in contact with a person are subject to hygienic certification.

Getting a certificate yourself is quite a challenge, so most often manufacturers or implementers resort to the professional assistance of the relevant organizations. Depending on whether a hygienic certificate for serial production or a consignment of goods is obtained, it is required to collect and provide various documents to the certification authority. Among them there may be acts of inspection of production by SES authorities, various production documentation for products - TU, TOR, product description and foreign certificate for it - for imported goods. Samples are selected, which are then examined in accredited laboratories with the preparation of protocols on standards.

Terms in which hygienic expertise is carried out and certificates are issued depend on the volume of research and the type of certified products. However, in general, the duration of the research does not exceed 2 months. When using the professional assistance of specialized organizations, the period for obtaining hygienic certificates can be significantly reduced. The certificate of hygienic compliance of products is issued for a period of 5 years, after which the examination is again required to obtain this document.

The main body that controls the compliance of products with the standards and standards adopted in Russia is Rospotrebnadzor. This is the Federal Service that oversees the protection of consumer rights. Rospotrebnadzor also controls the provision of a normal sanitary and epidemiological condition necessary for the population, protects consumers from low-quality and life-threatening or health-threatening products, goods or services. It should be noted that certification of most types of products is possible only if hygienic certificates are available. Accordingly, the hygienic conclusion and the protocol of certification tests serve as the basis for the issuance of certificates or declarations of conformity.
