When was the last death sentence carried out in Russia?

In this paper, we propose to discuss the last death sentence in Russia. Currently, this kind of punishment is banned legally, which leads to an increase in the number of dangerous crimes. It is customary to replace the death sentence with life imprisonment.

In the article you will learn not only about the criminal life of the last executed, but also learn what will happen if the moratorium is abolished.

Moratorium on the death penalty

The last death sentence in Russia was carried out just a couple of weeks before it was canceled. To familiarize with this topic, it is necessary to refer to the Constitution of the Russian Federation and the Criminal Code. The death penalty is the highest degree of punishment, which was sentenced to persons who committed terrible crimes or attempted to human life.

At the moment, the death penalty is prohibited by the following document: the protocol under number 6 and the conditions-recommendations of the PACE. This type of punishment is banned legally.

Reasons for the refusal of the death penalty

This type of punishment is not available for two reasons:

  • Signed Protocol No. 6 (European Convention on the Protection of the In- ternet);
  • The presidential decree on not allowing the death penalty.

As for the first paragraph, the text says that one should not be deprived of a person's life intentionally, except for the imposition of a death sentence. That is, by and large, the death penalty is allowed in the European Convention. But, because of the president's decree, it remains inaccessible. This document prohibits the death penalty until the jury trial is established in all regions of the Russian Federation. The last death sentence in Russia was taken shortly before the moratorium (April 1997), which expired in January 2010. But, in 2009 it was extended until the ratification of the protocol on the abolition of this punishment.

Revision of the form of punishment after the cancellation of the moratorium

The last death sentence in Russia was carried out in 1996. But, what will happen if the moratorium is lifted? Prisoners are not required, but have the right to file a petition for clemency. This does not depend on whether the document was submitted before the moratorium was introduced or not.

The death sentence can be executed in three cases:

  • After the entry into force of the sentence of the court;
  • Rejection of an application by the President of the Russian Federation;
  • The non-use of pardon, if the convicted person did not file a petition.

It is also necessary to know that new laws can both soften and worsen the punishment for the prisoner.

The last death penalty in Russia

The last death sentence in Russia (September 2, 1996) was carried out and carried out in Butyrka by Sergei Golovkin. This citizen committed about 40 particularly serious crimes (rape and murder of boys in the Moscow region). He led his criminal activities for 6 years. Two days before the capture of Udav, the Rostov court issued a verdict to the most terrible and dangerous criminal of the USSR, Andrei Chikatilo.

Since similar crimes were committed in two districts simultaneously (Moscow and the Rostov Region), the criminal investigation officers of the USSR were inclined to such a version: crimes are committed by one person who made voyages between these two areas. Prior to the capture of "Udava", the criminal was known by the nickname "Fisher".

Role-playing game

The last death sentence was passed in Russia on September 2, 1996, to a particularly dangerous serial killer and rapist Sergei Golovkin. The most terrible thing in these crimes was that Udav imagined himself a fascist, and his victim - a partisan. For Golovkin, murder and torture are a kind of role-playing game.

The first offense he committed in 1982 near the camp "Romantic". Golovkin tracked down the boy and, under the threat of death, took him to the forest. There he tore the clothes off the child and hung them on the tree with a rope loop. Fortunately, this time the victim remained alive and was able to describe the appearance of the criminal.

Witness

The following crimes Udav, who was the last to be sentenced to death in Russia, committed more cruelty. The second victim is a teenager from the Zvezdny camp in Odintsovo district. He cut off his head to the boy and ripped open the abdominal cavity, the cut off genitals were found next to the body in the package.

The third victim was dismembered in the village of Zarechye. The crime was committed with great cruelty, after all, more than 30 stab wounds were found on the remains of the dismembered body.

After three incidents in Odintsovo police department they set up a task force to catch Golovkin, because it became clear that a serial dangerous criminal had appeared in the city. So they found the first witness in the Zvezdny pioneer camp, he claimed to have seen Boa, and he said the name.

Fisher's version

The last death sentence in Russia was executed in 1996, the convict was called Sergei Golovkin. After committing three crimes, he "lay down on the bottom" for several years. But this break was only a "calm before the storm."

We already mentioned that there was a witness in Zvezdny camp. So, this boy, unlike his friend, was able to escape from the criminal. He said that they got to talking with him near the camp. Golovkin said that his name was Fischer, he escaped from prison and was wanted by the police. The boy described the appearance and tattoo that he saw on his arm.

So police officers were able to identify about 6,000 people who are prone to violence and reveal some crimes. But, Golovkin and remained at large.

Handwriting

The death sentence in Russia was last executed a few weeks before the abolition of the death penalty in the territory of the state.

During the "calm" Fisher bought a car and got a place for a garage in the Moscow stud farm, where he worked as a livestock specialist. Under him, he equipped the place of torture for his future victims.

So changed the handwriting of the criminal, he lured under various pretexts to his garage or picked up voters on the road teenagers. After the torture, Golovkin took the bodies to the "burial grounds".

Taste of prey

Shortly before the last death sentence was executed in Russia, Golovkin made a mistake in his miscalculations. He decided to taste the victim, and leave his head and skin as souvenirs.

During the forensic examination, it was revealed that the offender had used fodder salt for tanning the skin. This lead and led police officers to the stud farm.

Strengthening the Task Force

The last death sentence in Russia was carried out on September 2, 1996. But how was the criminal caught? After the strengthening of the operational group, another terrible crime occurred. September 15, 1992, three boys were missing at once.

The operatives managed to find out that once they were driven in their new car by Uncle Sergei, who works at the Moscow stud farm №1. Then the doubts of the staff did not remain. It is necessary to take the criminal, and urgently, until the other children died in the "paws" of the serial killer.

Detention of Boa

How to hold the detention, if there is no evidence? Even the round-the-clock monitoring of the maniac did not give any result.

I had to take him under Article 90 (19.10.92). Only after inspecting the garage he was accused under art. 102 (October 30 of the same year). Golovkin pointed out all the burial places, some of the people were still at that time "missing". Golovkin confessed to the murder of only eleven children, which did not prevent him from awarding him the highest degree of punishment. The investigation was conducted until 1994, but it was not possible to prove the involvement of Udav in other crimes.

Tightening

The last death sentence in Russia regarding Golovkin in 1996 was executed, and the court's decision was heard back in 1994. Why was the sentence not enacted earlier?

Boris Yeltsin long ignored the petitions, but on the eve of signing Protocol No. 6, all the salaries (over 100) were considered urgently. They rejected more than half, and Golovkin's petition was also included here. The rest of the death penalty was replaced by a life or 25-year imprisonment.
