What is a universal electronic card of a citizen of the Russian Federation. Creation of a universal electronic map in Russia

In the media, information on the launch of a program for the production of universal electronic cards by banks has appeared more and more often. However, Russians do not aspire to become owners of this convenient invention as soon as possible. Moreover, many even oppose their implementation. The reason for this phenomenon is that many even do not know its advantages. What is a universal electronic card (UEC)? For what purposes is it necessary and how to get it? Can I refuse it? Let's figure it out.

Creation of a universal electronic map in Russia

The history of the Russian payment system begins in 2010. In July this year, the Federal Law on the Provision of State and Municipal Services No. 210 entered into force. This document also contains information on the procedure for the use of UEC. Initially, the law implied a ban on payment transactions on cards outside of Russia. This initiative could lead to bankruptcy of payment systems "Visa" and "MasterCard". However, after long negotiations, the ban was lifted.

In 2011, the Government of the Russian Federation decided to create a UEC. Specially for these cards, a payment system "PRO100" was created and all the necessary infrastructure for it. However, this initiative was not supported by banks and the population. Therefore, UEC stopped issuing mandatory.

Since early 2012, in several regions of Russia, a project for the introduction of new maps was launched. As a result of this year, the most of UEC was realized in the Republic of Komi.

Since 2014, UEK has been issued to all Russians. However, everyone has the right to refuse the card.

What is a universal electronic card

At its core, UEK is a combination of a bank card, SNILS, a health insurance policy, as well as an identity document. In addition, it can enter information about the ticket, passes, driver's license. The card has a built-in microchip, which stores all information about various electronic applications.

The UEC project is more extensive than the conventional payment system. The universal electronic card of the citizen of the Russian Federation gives an opportunity to use all kinds of municipal, state and commercial services. As they say on the official website of UEC, with the help of these cards, Russians will be able to remotely use some services that were not previously available for this. We are talking about filing applications and preparing various documents.

Appearance

The external design of UEC coincides with the design of an ordinary bank plastic card. Service on it is carried out in payment terminals, ATMs, sales outlets, and also through the Internet. Permissible and non-contact application.

On the UEC itself must contain the following information:

  • Surname, name and patronymic of the owner;
  • a photo;
  • number;
  • validity;
  • Contact information of authorized organizations.

The card does not contain a barcode.

According to the legislation, UEC (universal electronic card of a citizen of the Russian Federation (Russia)) is issued to all citizens of our country, regardless of age. Previously, the basis for its issuance was a statement submitted to an authorized organization. Now the extradition does not require a special application.

During the receipt of a card for children under the age of 14, only their legal representatives can sign an application for extradition. The banking application can not be connected to the map in this case. Children from the age of 14 can connect it only with the consent of their parents.

The fee for reissuing the card with loss is determined separately in each constituent entity of the federation. Replacement is performed for free.

Criticism

The creation of UEK caused a flurry of emotions from the public. The fact is that the cards contain personal data relating to the amount of monthly income, property of owners, social security and other information about various aspects of human activity. All information is contained in a single data bank. Opponents of the electronic card argue that the information protection system is far from perfect and access to the database can be obtained by third parties. Moreover, all information will be contained in the microchip.

The project is still at the pilot stage was the cause of dissatisfaction with the Russians. More than a third of Moscow residents spoke out against the introduction of UEK. More than 10,000 appeals were submitted to the Moscow City Duma.

A lot of discussions on the Internet are caused by a universal electronic card. Total control, according to opponents of the system, has become quite real. After all, all operations and even the route of moving a citizen can be tracked. Information leakage may well occur.

There is another point of view. Many citizens are afraid that electronic cards will be very effective in cities where infrastructure is developed. In villages and villages from UEK it is not worth waiting for the results.

Human rights activists argue that while civil society is at a low level of development, and the introduction of universal personalized cards can lead to abuse with their use and fraud.

The government claims that universal e-cards are routing, but not combining information about citizens. That is, using the map, you can extract the necessary information from the database, which is located in the government department. Also, UEK developers and project organizers claim that all cards are protected by hardware and software and are directly controlled by the state. It is not necessary to make a card, at will it is possible to issue a refusal.

So, the universal electronic card of a citizen of the Russian Federation is a very useful invention of modernity. With its help you can receive various public services, perform non-cash settlement operations. Its main advantage is that it contains information about several documents of its owner. Every citizen can get a universal card. However, the introduction of a system of personalized maps caused dissonance in the society. Many Russians are categorically against this innovation. However, the authorities leave the choice for citizens - you can refuse the card.
