What documents are required to extend the permit for weapons?

A permit for a weapon refers to documents of a limited duration. This document is issued to the owner for five years. After the end of this period, you should either extend the permit or get rid of the weapons for which it was issued. How to extend the permit for storage, transportation and use of weapons? What documents for the extension of the permit for weapons will need to be collected?

Where can I extend the permit?

With a request to extend the permit for possession, possession, carrying and use of any kind of weapons, you will need to contact the Department of Licensing and Authorization of the Ministry of Internal Affairs (the previous title "licensing and permitting department").

Procedure for extending the permit

Regardless of the type of weapon the applicant owns, the procedure for renewing permits is as follows:

• The owner, in due time, applies to the OHRR in order to write an application for renewal of the permit.

• After the submission of the application, the conditions for storage of weapons and ammunition are checked: the district police who conducts the corresponding examination at the applicant's place of residence do so. As a result, a report (verification act) is drawn up and issued to the owner of the weapon.

• A citizen must at the appointed time provide weapons in the police department to check serviceability.

• The applicant collects and submits to the OHRR the necessary documents for the extension of the weapons permit.

Timing for application and package of documents

You must submit documents for the renewal of the permit for weapons no later than one month before the day the license expires. This is due to the fact that consideration and decision-making by specialists of the OHRR will be made within a thirty-day period. However, experienced weapons owners who have already undergone a license renewal procedure are advised to take care of submitting documents to OHRR in advance, at least 2-3 months before the current license expires. The timeframe in which to apply for the extension of the permit for smoothbore weapons - this is three months before the end of the valid permits. The same applies to the permit for rifled weapons.

How to fill out an application through the public services portal

Today, the owners of any weapons have the opportunity to file an application and documents for the extension of the weapons permit, as well as make an appointment to the local OHRR through the Internet, by filling in the appropriate section on the Unified Public Services Portal. You can do this as follows:

• Register on the state service portal. To do this, you need to enter information about the passport, SNILS, specify the mobile phone number and e-mail in the registration section. In addition, you will need to receive a code to activate your account (issued by the customer service center or sent by letter).

Important! Confirm the account is possible with the help of EP (electronic signature). But, if the owner of the weapon does not have such a signature, then in the future, when filling out the application, it is necessary to remove the checkmark in the line "This service supports EP".

• Login to your account.

• Select the line "Extension of the permit for storage and carrying of weapons" in the section "Public services".

• Confirm with the "Get service" button.

• Fill in the mandatory fields with the applicant's personal data, information about the weapons for which the permit should be extended and, if available, add information about the other weapons available to the applicant.

• Attach scanned original documents.

• Confirm notification of the progress of the application by e-mail and SMS.

• Make an appointment to one of the OHRR (list of nearest departments for work permits, a free date and time will also be offered on the site).

• Click the Submit Application button.

This way of submitting the application and package of documents is not only convenient, but, as practice shows, much faster. It is not uncommon for ORLR specialists to recommend themselves beforehand through the state services.

Important! On the portal of public services, you can not only file an application and a package of documents, but also pay a state fee for the extension of the permit for weapons.

Medical examination: what changes come into force from 2017?

Pass a medical examination, confirming the absence of contraindications to possession and, most importantly, the use of any type of weapon - an indispensable condition for the extension of permits. What changes, which came into force in 2017, should attention be paid?

Since January 1, 2017, new forms of information have been put into effect (Forms 002 and 003), the owner of weapons is obliged to issue a medical certificate only on the letterhead of a new sample.

In addition, the validity period of the medical examination is 12 months. Therefore, the medical documents issued before January 1, 2017 for the extension of the weapons permit in 2016 (certificate form 046) are valid in 2017.

Is it necessary to study and pass the examination while renewing the license?

If the application for the extension of the permit is processed in a timely manner, before the expiry of the validity of the valid license, the owner of the weapon does not need to re-take the training course in the rules for handling weapons. Accordingly, to attach a document confirming that the citizen is being properly trained, as when obtaining permission, is not required (Decision of the Supreme Court of the Russian Federation No. АКПИ12-1427 of December 6, 2012). The owner of the weapon who has submitted an application for the renewal of the permit will be sent by the specialist of the OHRR to check knowledge without further training.

However, if you apply for renewal of permits after the expiration of the license (permit), the course of training in the rules for the safe handling of weapons will need to be reopened, as for the initial receipt of the permit.

Traumatic weapon

What documents for the extension of the permit for traumatic weapons (LLC) need to be collected and submitted to OHRR?

• Application.

• Passport (original and copy) of the applicant.

• Report on verification of storage conditions for existing weapons and cartridges.

• Photos 3 x 4 (matt, 2 pieces).

• The current permission and its copy.

• A copy of the medical report with the application of certificates from the narcology and from the therapist.

• A receipt confirming payment of the state fee.

The documents that contain the above list are required to extend the permit for any available weapons. In the event that an application is submitted for an extension of the hunting rifle permit, it will be necessary to additionally provide specialized documents confirming the applicant's right to store and use weapons for hunting. What documents for the extension of the permit for weapons intended for hunting directly depends on the type of gun the applicant owns.

Smoothbore hunting rifle

Licensing documents that allow the lawful keeping and use of smooth-bore weapons for hunting (RSOa, ROKh) also need to be extended after a five-year period. What documents will be required to submit to OHRR in order to extend the hunting permit?

• Application.

• Passport (original and copy) of the applicant.

• Photos 3 x 4 (matt, 2 pieces).

• The current permission and its copy.

• State document confirming the right to hunt (hunting ticket) and its copy.

• A copy of the medical report with the application of certificates from the narcology and from the therapist.

• A receipt confirming payment of the state fee.

• Report on verification of storage conditions for existing weapons and cartridges.

Rifle

As for hunting rifled weapons, the list of documents for extending the permit for weapons of this type is the same as for the extension of the permit for a smooth-bore hunting rifle:

• The statement itself.

• Passport (original and copy) of the applicant.

• Photos 3 x 4 (matt, 2 pieces).

• Valid, renewable authorization and its copy.

• A document confirming the right to hunt (hunting ticket) plus its copy.

• A copy of the medical report, a certificate from an expert in narcology and a psychotherapist.

• Receipt for payment of state duty.

• Report on verification of storage conditions for existing weapons and cartridges.

Due to the fact that the right to purchase and use rifled barrel weapons is exclusively from persons engaged in hunting activities, extending the permit for rifled weapons will require the applicant to submit additionally a document confirming the owner's right to engage in professional activities, or Otherwise associated with hunting. Such an order will be an order of the employer - the head of the hunting economy or other organization carrying out activities related to hunting.

If the license is overdue ...

What consequences can there be if the application and documents for the extension of the weapons permit have not been submitted to the OHRR within the due dates? It should be remembered that after the expiry of the permit period, the presence of weapons and any actions with it become illegal. Responsibility for the offender, regardless of the reasons for which he did not apply for the extension of the permit, will come in accordance with the norms of the Administrative Code of the Russian Federation:

• A fine of 1,000 to 5,000 rubles may be imposed on the owner of the weapon.

• The existing "weapons without documents" will be seized by the police. Return weapons in this situation will be possible only after the extension of the permit.

Do not forget about the criminal liability, which threatens for illegal storage, as well as for transportation, sales and other activities with firearms. Article 222 of the Criminal Code provides for such offenses the punishment from correctional labor to imprisonment. Avoid such serious consequences can be, voluntarily surrendering "weapons without permission" to the police department.

In what cases is the license not renewed?

Legislation provides for cases when owners of weapons may be denied the extension of the "weapons" license, even if it has correctly and correctly submitted the application and documents for the extension of the weapons permit:

• The application and the package of documents were submitted untimely, when less than thirty days remained until the end of the permit.

• The weapon for which the license is obtained is in a defective state.

• The applicant does not currently have a permanent place of residence.

• Within one year prior to the submission of the application, the owner of the weapon was re-administratively liable for public offenses or illegal drugs, but only on condition that the term of validity of the sentence has not expired.

• If during the validity period of the permit the owner has committed a particularly serious (serious) crime with the use of any weapon.

• The owner of the weapon is serving a sentence or has an outstanding conviction.

• Medical contraindications to the use and possession of weapons have been identified.

• Violations of any rules for storing cartridges and (or) weapons have been detected.

• Changes (upgrades) in the original design of the weapon were identified.
