Another important result of his activities of that period was the appearance of the Law on the Prosecutor's Office. Turning to information, which in large numbers represented the Russian mass media in the mid-1990s, one can see that at that time there was a broad investigation of the facts of corruption, in which many leaders of the St. Petersburg mayor's office were suspected. Loud criminal cases and conflicts caused by them

This is his quality caused a conflict with the persons from the nearest environment of the president. If until 1998 the confrontation did not go outside, after the collapse of the well-known financial pyramid of state short-term bonds (State Short-Term Bonds), which caused the economic crisis, it manifested itself in all its severity.

It began with the fact that Yuri Skuratov, a prosecutor with the widest powers, initiated an investigation into the activities of a number of officials who held senior state posts and were suspected of machinations with GKO bonds, for which they used their official position. Material that compromises the prosecutor

In early April of the following year, a criminal case was initiated against Skuratov himself, and during the investigation he was removed from office. Yury Ilyich himself categorically denied the authenticity of the shooting, and the quality of the video was so low that it did not allow for a definite conclusion.
