Reshaping the apartment: how to do everything quickly and in accordance with the law?

The redevelopment of the apartment is a complex of construction, installation, finishing works, resulting in a change in the area of individual rooms, the construction of load-bearing walls, the system of engineering and plumbing equipment. In other words, if you want to connect a loggia with a room or to convert a bathroom, you are waited by nothing but re-planning. The process is long and costly, both in terms of finances, and in terms of nerves. But at the end of all the works you will receive an apartment that corresponds to your individual vision, tastes and preferences.

What works are included in the concept of "redevelopment"?

Any design organization knows exactly the answer to this question. So, redevelopment is called:

  • Change in the design of bearing walls;
  • Dismantling and moving partitions inside the apartment;
  • The transfer of existing and construction of new doorways;
  • Pool of a loggia with a room;
  • Uniting the bathroom and toilet in a single bathroom and vice versa, as well as changing its area, changing the sanitary equipment, installing new elements (storage water heater, additional washbasin, toilet, shower cabin instead of a bath, etc.);
  • Unification of kitchen and living room;
  • Increase in living space due to utility rooms (pantry, built-in closets, etc.);
  • Transfer of risers and radiators, arrangement of water-heated floors.

It is very important that all the works are carried out at the proper level, in compliance with construction standards, and properly designed. That is, it is necessary to work out the order in detail, and also to legalize the redevelopment.

Unfortunately, very often the owners do it themselves, at their own peril and risk, and legal registration takes place in hindsight when it comes time to sell housing, donate, privatize, insure, etc. This approach is fundamentally wrong and entails at least legal litigation in order to legitimize unauthorized redevelopment. As a maximum - a danger to the residents and neighbors, if the redevelopment of the apartment was carried out with violations of SNiP. In the worst scenario, the owner is threatened not just by a fine for unauthorized reorganization, but also by the "rollback" of all changes, that is, the restoration of demolished load-bearing structures, the dismantling of improperly installed radiators, etc.

How to make everything right?

The project organization is where you need to go, once you decide to do the redevelopment. Specialists will tell you how to properly implement your ideas, will conduct an examination of the apartment and give a technical conclusion about the possibility / impossibility of any changes. As a result, you will get a redevelopment project in your hands, which will be one of the most important documents to be submitted to the city authorities with a view to legalizing perestroika.

In addition to the project, the following documents should be prepared before the start of the repair:

  • Technical passport of the apartment;
  • A certificate confirming your ownership;
  • An extract from the home book, where all the persons registered in this living space will be indicated;
  • Permission to carry out redevelopment from all the persons indicated above;
  • A copy of the personal account;
  • The conclusion of the SES and the Ministry of Emergency Measures on the compliance of housing with the current standards.

This package is submitted together with the application to the housing inspection. After reviewing your case, a decision will be made on the authorization / prohibition of work. With a positive response, you can start repairing safely.

When the redevelopment of the apartment is completed, it is necessary to call the workers of the housing inspection to draw up an act on the performance of work. Together with the permission for re-planning received earlier, the project and the passport of the owner of housing are transferred to BTI for registration of a new technical passport. Further it is necessary to visit the Cadastre Chamber, so that the changes were reflected in the cadastral register. And if in the course of the repair not only the layout, but also the area of the apartment has changed, a new certificate of ownership will be required (formalized in the FRS). Only after that you can consider that the redevelopment is completely legalized.
