Against the company's plans, the city duma rebelled. Public hearings were initiated, which resulted in the decision to replace zone C-1 with zone P-2, that is, a zone where parks, boulevards and quays should be located.

Representatives of the public actively opposed the construction of these territories. The Cyprus company "Golden Cheryot" filed an application with the arbitration court and demanded to challenge the Duma decision on changing the zoning.

In total, the trial lasted two years. As a result, in mid-2013, the Supreme Arbitration Court of the city's decision to ban building in the central part of the city was recognized as lawful.
