Throughout the history of the development of mankind, the question remained as to which form of state structure is most effective. Discussions on this matter were conducted two thousand years ago in Ancient Rome. They continue in modern China and - especially acute - in the Russian Federation. A well-known prominent political and statesman Winston Churchill once said that democracy is considered the most acceptable form of government. At the same time, he stressed that she has certain shortcomings. No doubt, democratic mechanisms in the state structure play an important role.
If we rely on the definition given in dictionaries and encyclopedias, the form of the state structure determines who owns the power, and also the ways this power is exercised.
