In 2015 and 2016 on the territory of the Eurasian Economic Union, a project on the marking of fur coats was approved and put into operation. The bill lists all items of clothing made from natural fur, but this innovation will affect first of all fur coats. Representatives of the EAEC decided to introduce a technology that has been successfully used in Europe for more than ten years. For now, this is just a trial project, which plans to expand over time and be applied to more groups of products.

What is labeling?

With its help, the chip of the brand includes complete information about the product: name, category, manufacturer, supplier, importer. Draft labeling law

The law on the marking of fur coats was approved by the Eurasian Economic Union and signed by 5 countries. They are: Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The law stipulates that all garments made of natural fur are to be labeled. But this draft law has been adopted to date only within the framework of a pilot project, which should be introduced before the end of 2016. Based on the result of this experiment, a decision will be made to introduce it on a long-term basis and expand to other groups of products.

What is the purpose of marking?

Practice with the marking of different groups of goods has been carried out since 2005. Successfully use this technology in Europe and Belarus. Tax marking of fur coats and other goods allowed to increase cash inflows by 20-30%, reduced import of smuggled products to a minimum, significantly reduced the shadow turnover of incomes. Over the years, the use of marking with its help began to record mineral water and other drinks, alcohol, coffee, tea, washing powders, shoes, mobile phones, electronics and other goods. With the help of this pilot project, the EAEC countries also expect to reduce the incomes of the "gray" turnover and increase tax payments. And also marking will help to increase control over accountable production and imports; Will create a tool for the accounting and control of fur products.

Why fur coats?

The technology of electronic marking was decided to be introduced primarily for products made from natural fur not by accident. The marking of coats helps to weed out substandard and counterfeit goods. In our time, manufacturers (most of them Chinese) have learned to deftly fake real fur. Such products are very difficult to distinguish from natural, and their price is not lower. Secondly, the marking will not affect the value of the goods. Stamps using RFID technology will not be costly for bulk orders. On average, one mark will be estimated from 20 to 25 rubles. And against the background of the total cost of clothes made from natural fur does not affect the level of prices. How to mark

The marking of fur coats for importers occurs according to the following algorithm:

  1. Visit the site markirovka.nalog.ru to access the system of marking fur coats, click on the button "Start Check". After the check is complete, select "Login to My Account". It is necessary to have an electronic signature. In the absence of it you can get on the resource minsvyaz.ru.
  2. On markirovka.gs1ru.org we download the application, which we send to the e-mail address mail@gs1ru.org. This is done in order to gain access to the personal cabinet of the GS1 Association. Within 2 working days, a login and password are provided from the personal cabinet. Go to the menu "Go to work with products", you can enter all the data and product characteristics.
  3. On the site markirovka.goznak.ru an agreement is concluded with the FSUE "Goznak" for the manufacture of stamps. Then select the "Marking" menu and place an order. It is processed within 3 days, and in the case of positive processing, manufacturing takes place within 5 days after the payment is made.
  4. The received marks are checked by means of the RFID-equipment. To apply marks it is necessary before passage of customs procedures. In the customs declaration, the numbers of the stamps are entered in box 31. Information about the goods is recorded using RFID equipment.
  5. All movements for shipment and sale to wholesale and retail customers are recorded in the Marking system.

For sellers, the residue of fur coats is marked. The algorithm is identical, only from it item 4 is excluded.

Varieties and cost of stamps

Today, in the Marking system, there are 3 types of chips (brands) that can be ordered:

  • Sewn.

Glutinous and sewn are worth 15 rubles per piece, and hinged - 22 rubles. The cost is not big, and the manufacturer chooses the type that most suits the product.

Also, imported products from domestic goods will differ. Imported are marked in red, the rest - in green.

Reasons for refusal of marking

At the stage of processing the order of marks, which takes place within 3 days, a negative answer can be received. This may be due to:

  • Violation of the rules for filling out the form or mistakes made;
  • The lack or inaccuracy of information in the public registry about IP or LLC;
  • The presence of fines, arrears in taxes and fees;
  • Received earlier decisions on violations in the marking procedure.

Types of equipment for marking

Exceptions

The pilot project for the marking of fur products has certain exceptions. Chipping is not allowed to goods that:

  • Are exported beyond the limits of the action of the customs territory of the EAEC;
  • Stored and transported under customs control;
  • Stored and transported for testing;
  • Imported into the territory of the EAEC and are samples or exhibits of exhibitions and fairs;
  • Officially use the representations of foreign states (consulates, diplomatic missions, etc.);
  • Represent humanitarian assistance;
  • Are sold at duty free shops;
  • Were confiscated, seized or arrested as a result of non-payment of taxes and penalties (this relates to the acquisition, storage, use and transportation);
  • Are used for state needs;

Tips for choosing a quality fur coat

  1. The seller should always have a quality certificate and a declaration of conformity for a fur coat from natural fur.
  2. Lining must be made of quality materials.
  3. The seams are neat and reliable.
