Public figure of the Russian Federation, political consultant, PR specialist Kostina Olga Nikolaevna has been working in the Public Chamber of the Russian Federation since 2008 and presides over the board of the public organization created jointly with Senator A. Alexandrov and the head of the Modern Theater S. Vragovoy. The organization is interregional, human rights, called "Resistance". Kostina Olga Alexandrovna is one of the main witnesses of the accusations of the convicts Pichugin and Nevzlin.

Family and the beginning of the journey

Kostina Olga Nikolaevna (nee Chistenkov) was born in Moscow on August 27, 1970, grew up in the Vykhino district. My father worked at the Sechenov Medical Institute, my mother ran a housing cooperative. She started working at the Student Meridian for seventeen years, studying in parallel at the evening department of the Moscow State University (Journalism Faculty).

The Minister of Education of the USSR G. Yagodin made her his assistant at the organization of the International University in Moscow, introduced her to L. Nevzlin, the director of relations at Menatep Bank and the head of the Russian Investor Union, which will play a very significant role in Kostina's life.

Thanks to all this in 1992, Olga Kostina became the press secretary of the investor union and engaged in public relations under the leadership of L. Nevzlin. In 1994, he invited her to "Menatep" - to M. Khodorkovsky, where he was deputy head of the analytical department.

Then she got acquainted with the future husband, who directed advertising in a subsidiary company Metapress. A year later, from the "Menatep" Olga Kostina had to leave, as her official duties proved to be beyond her power (managers' opinion). Kostina herself says that even then her politics carried away more than the routine of banking communications with the public, besides she and Nevzlin had a difficult conflict.

  • 1998 and 1999 - an attempt on Yevgeny Rybin, director of the oil company East petroleum handelsgas GmbH (Austria) and the murder of his driver;
  • 2002 - murder of S. Gorin, Tambov businessman, and his wife;
  • January 1998 - the murder of V. Korneeva, the director of the company "Phoenix" in Moscow.

Mayor of Luzhkov

In 1995, the biography of Olga Kostina was enriched with a new position: she became head of BOS Soyuz LLP (Public Relations Bureau), established jointly with her husband - Konstantin Kostin. The organization became the largest advertising agency in the country, engaged in mass PR campaigns. Among its clientele were both state structures, and large commercial ones.

A year later, Olga Kostina brought the work of the company to the capital level, and interested the mayor of Luzhkov with his own program "Moscow-city-state", which concerned, for the most part, the interregional ties of the Moscow government. Yu. Luzhkov took Olga Kostin a freelance adviser, and BOS "Soyuz" actually underwent all the work of the Luzhkov machine. Immediately, the mayor allocated more than seven hundred million rubles to the reference and information materials of the FBI.

Competitors

The mayor of Luzhkov, in addition to the Bureau of Kostins, was engaged in public relations prominent staff members: in the press center, the head was S. Tsoy, in the Committee on Telecommunications and Mass Media A. Lysenko. But in April 1998, Yu. Luzhkov put Olga Kostinu at the head of a new division - the Office of Public Relations.

The mayor's office started the election campaign, which is called the "horse" of the Kostin family. And they were completely connected with the preparation of both Luzhkov's election campaign and the "Fatherland" he formed. All PR support was created by Olga and Konstantin Kostin.

However, the budgets allocated to the PR of this huge enterprise were also not weak, and the Kostins in the struggle for them won. Someone, on their own initiative, created a single PR center in Moscow (from AFK Sistema), which claimed absolutely the entire budget allocated for the Luzhkov elections, and this completely cut off the remaining players in the advertising market from financing, and among them Were also very large.

Attempted

The life of Olga Kostina was a strange attempt. No one so fully understood exactly who ordered it and for what. Rather, for what - certainly there were so many options that even Kostina herself lost in them. So, at the very end of autumn 1998, an explosion exploded near the apartment of Olga Kostina's parents. No one was hurt because the explosive device was left in the entrance, where there was no one at night.

Already in January 1999, Kostina was dismissed at her own request from the mayor's office. She continued to engage in electoral and political technologies with her husband in the BFU "Soyuz". E. Limonov was very indignant at the activities of this PR agency, calling it not only "pro-Kremlin", but also cynically lying. Subsequently, Olga Kostina tried to organize the NBP without Limonov, but her "grandfather"'s companions did not fail, nothing happened to her, except for the loss of her reputation.

FSB

Many statements, including in the press, indicated that she collaborated (for example, in personalities: Kostina Olga Nikolayevna "Arguments and Facts") in the Advisory Council of the Federal Security Service of the Russian Federation, and Olga herself emphasized her role as an adviser to the director of this organization - N. Patrushev.

Deputy Chairman of the Advisory Council Mikhail Golovatov, however, this fact does not confirm. The council itself ceased to exist in 2001. A. Kondaurov also says that Kostina's role greatly exaggerates: she did not communicate with Patrushev, she had some brief relations with the Moscow FSB, but his boss, V. Zakharov, stopped communicating with her very soon. And who is "dark" here is not clear. Maybe the FSB. But maybe - and Kostina Olga.

"Resistance"

At the end of 2005, an interregional human rights non-governmental organization was established in cooperation with the head of the Modern Theater Svetlana Vragova, Senator Alexei Alexandrov and under the chairmanship of Olga Kostina. The main project of "Resistance" is the provision of psychological and legal assistance to witnesses and victims. The position of human rights defender and specialist in defending the rights of victims became a new hypostasis of Olga Kostina.

The most interesting is that for a number of years the Resistance was funded by the state and was the operator of distributing grants for many millions of Russian and non-Russian money to support non-profit organizations. At the same time, Kostin's husband Konstantin was deputy head of the Internal Policy Department (the administration of the President of Russia). What part of the distributed funds settled in specially created companies is known only to God, and probably for Kostin himself.

Media about human rights defenders "Resistance"

Resistance was repeatedly criticized by a number of media outlets, who called Kostin a pseudo-rightist, and the company itself was fictitious and pro-Kremlin. Olga, however, does not attach much importance to this, considering the accusations as an ordinary shop-floor defamation and labeling, she is more than known to her as a PR specialist in information warfare technology.

Only in 2013, the Resistance was removed from the distribution of grants, but it was not possible to expel them from the applicants to receive them, that is, it did not cease to be a "grantee". The media does not consider this organization to be a fundamentally new force of the human rights movement, although the already existing ones - the Moscow Helsinki Group and the Glasnost Defense Foundation - are also not particularly welcome, despite the fact that they are clearly on the other side of the barricade.

Political Consultant

Olga Kostina's public activity until 2008 was that she was the director of the BOS "Soyuz" special projects. Official documents represented her as a political technologist and political consultant, she herself called this political counseling her profession. Further career developed like this. Kostina Olga Nikolaevna - Public Chamber of the Russian Federation since 2008, and by 2013 she is already in the Council of the Chamber, head of the inter-commission working group (public control over the implementation of the family policy), deputy chairman of the commission for security and interaction with judicial and law enforcement agencies, Education.
