Karabulin interchange in Yaroslavl: description, project, scheme and interesting facts

The problem of urban traffic today affects not only the capital. With the eternal congestion and traffic jams, residents of other large cities of Russia are also fighting. From the successful solution of this task by local authorities depends the development of the settlement as a whole. The Yaroslavl city is also trying to rationalize the street-road network.

History of occurrence

The largest reconstruction in the region over the last decade is the project of the Karabulin interchange in Yaroslavl. The scheme of the infrastructure object was developed even by the millennium anniversary of the city. Karabulinsky denouement is an overpass connecting two districts. The estimate for design work amounted to fifty billion rubles, and local authorities preferred not to spend such large funds for reconstruction.

In addition to the denouement, the project included the construction of a third bridge across the Volga. True, this part has remained unrealized. At the time of the development and implementation of the project, the government of Yaroslavl decided to save money and first of all to carry out renovation and construction work on Moskovsky Prospekt.

Revival of the plan

At the moment, the avenue is very congested, which is especially noticeable at rush hour. Six lanes can not cope with the active movement. People need to stand in traffic jams for an hour to get home (mainly to the Frunzensky district). In this regard, the project called the Karabulin denouement received a new breath. The Department of Road Facilities of Yaroslavl said that the amount for the implementation of the project has already been put into the budget.

The plan of the Karabulin interchange was developed back in 2009. At the same time, an estimate and reporting documentation was prepared. By the time of the actual implementation of the project, all the papers, and even the very idea, had become obsolete. The building norms and rules have changed . But without the construction of an overpass for the normalization of traffic in the city still can not do, so that officials had to order from the architects the development of a new project.

One of the main reasons why the Karabulin junction project in Yaroslavl, the reconstruction scheme remained only on paper, was the cost. Initially, this large-scale construction was to cost the city fifty billion rubles. With an annual budget of four and a half billion, this sum seemed simply cosmic.

Later, the architects developed the possibility of crossing the Moscow one in two ways. The first is an overhead overpass, and the second is an underground tunnel. In the development of the first option, all the work will cost the city twenty-four billion rubles, the second - twenty-two.

Finance Search

It is quite difficult for the regional budget to pull out such a large-scale project as Karabulinsky interchange. Yaroslavl decided to apply with help to Rosavtodor and take part in the federal program. But the organization was forced to refuse in connection with the reduction of the fund. Most of the funds are now spent on building a bridge across the Kerch Strait, which was another reason that the city authorities of Yaroslavl did not receive the necessary amount. Now, to implement the reconstruction, the government is working on the possibility of public-private partnership. Developers are in search of investors with favorable conditions.

Under the new plan, the construction of the flyover should take five years. The process is so long for a number of reasons, which are mainly related to the transfer of infrastructure.

The problem with the third bridge across the Volga is not yet considered. Officials decided that the overhaul of the October Bridge and the good condition of the Jubilee pushed this issue to the back burner.

Goals and objectives

To date, the Karabulin denouement (Yaroslavl) needs a complete revision. The renovation plan reserved for itself funds in the budget of two hundred and twenty million. In 2017-2018, large-scale construction should begin.

The entire construction of the interchange is divided into five stages - according to the components of the project. The denouement will start from the bridge across Kotorosl, near Tolbukhin Avenue. With it, and the reconstruction begins. Following on, the driver will have to cross the railway tracks - this is the second section. The next component of the denouement includes the Moscow Avenue (third stage). The fourth section is Suzdal Avenue. Ends with the exit to Frunze avenue. This site is the object of the fifth, final stage.

The Karabulin junction will solve several problems, among which:

  • Exclusion of transit flows through the historical center of the city;
  • Reducing congestion on Moskovsky Prospekt;
  • Decrease in activity of traffic on Pervomaiskaya, Ushinskaya, Komsomolskaya and Bolshoi Oktyabrskaya streets.

Selecting a contractor

The contractor's definitions took place on a competitive basis. The selection procedure was launched in April 2016. This is necessary in order to include the cost of the first stage in the budget for the next year and begin the actual implementation of the project. The company won the Moscow competition "GorKapStroy".

The main issues on the agenda are:

  • The reality of the deployment of construction work in the zone allocated for the overpass;
  • Work with the owners of the sites, which will pass the Karabulinsky interchange.

Specialists from "GorKapStroy" considered that in the place of the first stage of the decoupling there are one hundred and twenty four residential houses. They began to investigate, but not all residents agree to let employees into their homes. To do this, additional commissions are created, which include representatives from the Department of Architecture, the administration of Krasnoperekopsky district and law enforcement agencies. The latter are needed to ensure that residents can be assured of the legitimate activities of the group and do not encounter fraudsters.

First step

The overpass should provide a circular traffic around the city. At the first stage, work is planned on the section from the Tolobukhinsky Bridge to the Moskovsky Prospekt. But there are no bends to Gagarin and Bolshie Polyanka streets, so primary works will not be particularly effective. The first steps have already been made in the bus station area.

However, reconstruction is hampered by the overlap of two bridges across Kotorosl, one of which should become pedestrian at all. Therefore, the project may not end up being so grandiose, although it can not be said at the cost of it. The development of the plan cost two hundred and twenty million rubles, and the actual implementation - in twenty-four billion.

Fears of residents

Not all residents are waiting for the moment when there will be a Karabulin junction (Yaroslavl). The plan-scheme assumes that the construction of the flyover will be carried out where the private property of Yaroslavl is now located. In complex drawings, the common people did not understand anything, so many misunderstandings arise. Some live on suitcases for several years, because they simply do not know whether to move or not.

The new project turned out to be more compact than the old one, so some addresses were deleted. For clarification of information on specific addresses, it is better to contact the department of architecture. The commission, which dealt with this issue, was to determine the amount of compensation for land and housing. But so far no figures are being voiced, since all the information is still under processing. Specific amounts will be offered to people only at the stage of seizure of plots. The mayor's office is already preparing for the fact that there will be many controversial issues that will later be decided in court.

Also, those residents whose homes will be in the immediate vicinity of the flyover are wary of building a new facility. Some are afraid that their housing will not withstand constant vibrations, others are worried about the spoiled crop. But the experts managed to reassure the inhabitants that preliminary examination will be carried out, including the ecological one.

The only thing that local authorities can not fight, is the view from the window at the junction and noise shields. But most residents of Yaroslavl understand that the new road is simply necessary for the city, so they support the reconstruction.

Innovative technologies

The scheme of the Karabulin interchange is, of course, an important stage of the project, but without modern technologies it did not. Specialists have launched an application for smartphones called "Karabulinka". Now every resident of Yaroslavl can "touch" the reconstruction. The user is given the opportunity to build, settle other people, resolve issues with investors. The application is designed for fans of various game areas. This is an arcade, and shooters, and strategy. Thus, the project managers want to draw as much attention to the problem of the urban movement and to the project of the Karabulin interchange.
