Housekeeping utility meters

The general house counters for water, heat and electricity are appliances that take into account the communal resources that come to the whole house.

In this case, according to the housing legislation of the Russian Federation, the devices equally belong to all people living in a multi-unit house. Their cost, as well as the cost of the necessary work for their installation and maintenance should be distributed among all.

The entire volume of water, heat and electricity that enter the house is paid by its tenants in accordance with the testimony displayed by the house counters. In the case of electricity, this amount is then divided into a quarterly consumption and a housekeeping expense, for which all residents of the house must pay for. It includes the energy spent on lighting staircases, elevators, cellars, attics, as well as the necessary for the operation of intercoms and outdoor lighting systems. The common house accounting devices are just those devices that allow you to accurately determine the amount of electrical energy entering the house and correctly calculate the value of the needs of the entire apartment building on the fact of consumption.

General house water meters record water discharge indicators not separately for apartments, but immediately in the whole house. They do not show which place consumes less or more water. However, in doing so, these devices take into account all the leaks that are in the house, including in the water pipes in the basement. Practice shows that the installation of common house water meters allows reducing utility costs by approximately one third. This is due to the control of both the water flow rate and other water supply indicators.

The heat meters installed on the house help consumers effectively control the heat supply process and do not overpay for this one of the most expensive resources. To install such devices tenants can independently, having addressed for the help in any specialized company, and can and wait, when necessary works will be executed by employees of теплоснабжающей the organizations. Installation of such equipment and its maintenance is, of course, a financially costly exercise, but in the end it contributes to optimizing costs and saving material assets.

Separately, it should be emphasized that, starting in 2012, the law entered into force in Russia, according to which the house counters must be purchased for all apartment buildings. To date, the failure to comply with this decree does not entail any penalties, but from 2014, a gradual increase in tariffs for all those who have not purchased this equipment will begin. This is another serious reason for buying and installing house counters for water, heat and electricity consumption.
