Confederate state: features and goals of creation

Each state has a certain form of political structure, and for the union of sovereign states , united by common goals, a confederal form of government is characteristic. In history there are examples of such unions that formed a confederation for external and internal political purposes. Most often, the countries of the confederation were created to solve the following issues: army, transport, foreign policy, communication system.

The Confederation is considered a fairly weak form of government and has a short life. The result of the activities of a confederal state can be its transformation into a federation or the cessation of its existence after achieving its goals. The instability of the confederation is explained by the fact that each of its subjects, at will, can terminate the membership agreement in this association. A vivid example of a confederation is the United States, a country created as a result of a union of independent states, and subsequently transformed into a federation. Often, the confederation is presented as a transitional stage for the formation of a new independent state.

The confederal state has its own specific features that characterize it as a special form of government. The members of the confederation are independent countries, in which their elements of the state, including legislative, executive, judicial power , are preserved . The monetary system does not change, the army remains the same, the activities of tax authorities remain. The confederative state is some kind of antithesis to the federation, and its members can be members of one or several confederations at a time.

The state management system is characterized by the existence of a budget, the confederate state forms it out of established contributions, which all countries that are members of this union are obliged to pay. The confederation has its own governing bodies, which include members of the Union States. They deal with the coordination of only those issues that contribute to the achievement of the set goals. These authorities do not have direct power, but act exclusively through the subjects. The enormous advantage of finding a state in a confederation is the simplification of the procedure for the movement of citizens through the territory of the Allied states. Visa-free regimes are introduced . It is important to note that the confederal state does not exclude the possibility of creating a common monetary system, credit policy among states and other common institutions.

The modern concept of confederation has a very fuzzy framework, and the existence of such an independent form of government is under discussion. The reason for this is the fine line of interaction between different states, which often goes beyond the confederation.

At present, there are no expressed confederations in their general form, although there are associations of states with characteristic features. The most important condition for the creation of a confederal state is the legislative consolidation of this fact. Therefore, many modern state unions, to which the UN and the CIS belong, do not belong to the confederation.
