The activist of "Fair Russia" Burkov Alexander Leonidovich, whose biography has long been closely associated with political activity, is fairly well known to residents of the Sverdlovsk region to take part in various actions.

Beginning of biography

The future politician was born in the small Ural town of Kushva on April 23, 1967.
After graduating from high school, Burkov Alexander Leonidovich went to study at the Ural Polytechnic Institute named after Kirov, who graduated in 1989, becoming a certified engineer-thermoenergetic.

A young specialist, he began working at the Sverdlovsk Malachite.

In the nineties, he moved to the Work Center under the Russian Government, engaged in the implementation of economic reforms.

In 1994 Burkov Alexander Leonidovich from the Serov district entered the Sverdlovsk Regional Duma.

A year later he headed the Committee for the Management of Regional State Property (Sverdlovsk Region), becoming the Deputy Head of the Regional Government. Since 1998, Burkov has come from the Kushvinsky district to the House of Representatives of the regional Legislative Assembly.

During the same year, he became chairman of the Industrial Parliament of the Sverdlovsk Region.

Since April 1999, Alexander Leonidovich Burkov headed the regional Council of "May" - a movement that stands for the protection of social guarantees of workers. In the same year he took part in the election campaign of the regional governor, where he reached the second round.

Political Activity

In the fall of 1999, Burkov Alexander Leonidovich headed the electoral bloc "Peace, Labor, May", which participated in the election campaign for the State Duma of the III convocation.

In 2000, the movement of workers for the social security "May" nominated Burkov to the Regional Duma of the Legislative Assembly (Sverdlovsk Region).

In the next elections of 2004, Burkov went to the Regional Duma on party lists, he was nominated by the Union of Budget Workers of the Urals.

Since 2007, he moved to "Fair Russia". At that moment such political structures as "Pensioners of Russia", "Motherland", "Life" joined this party.

After the scandalous departure from this party, Evgeni. Roizman, and a little later - Ya. Nevelova, Burkov Alexander Leonidovich in the summer of 2008 headed the regional branch of "Fair Russia".

On December 2, 2007, he was elected to the State Duma of the V convocation, where he joined the committee on transport.

In the summer of 2010, Burkova was re-elected to the post of Chairman of the regional branch of "Fair Russia", and in the spring of 2011 the Fifth Party Congress introduced him to the Presidium of the party Central Council.

In 2010, during the election campaign for the Sverdlovsk Regional Legislative Assembly, Fair Russia was ranked third in the party list with Burkov at the head of the regional branch, receiving 19.3 percent of the vote, which was the best result for this party in the Russian Federation.

Re-election to the State Duma

At the end of 2011, "Fair Russia" participated in the election campaign of the federal and regional parliament. Result: Burkov Alexander Leonidovich - State Duma deputy of the sixth convocation, and his party members received nine seats out of fifty in the Legislative Assembly of the Sverdlovsk region.

Among the priority activities of "Fair Russia" is an important role in improving the housing and communal services sector. Today in Russia more than one and a half hundred legislative acts related to housing and communal services have been adopted. More than three thousand subordinate laws also affect this sphere, nevertheless ordinary people constantly complain about fraud, misrepresentation and other violations of the rights of homeowners and tenants by housing and communal services officials.

Six years ago this led to the creation of the public movement "For Fair Housing", in the treasury of which constantly receive various useful proposals. On the part of Burkov party members, appeals are continually being made to the Russian government to end the increase in utility tariffs, the revision of the standard for common house needs, and the establishment of more stringent control over management companies. Correction of the Housing Code should be made by the residents themselves, who are legal consumers of the services.

Similar representatives of the "Fair Russia" are trying to conduct such proposals through the State Duma and regional councils.

In particular, they initiated the adoption of a law that allowed the state information system to be introduced into the housing and utilities sector. Now it is possible to more accurately identify the loss of heat, water and light, calculate all the costs of housekeeping. At the same time, according to Burkov, all these positive undertakings negate the exorbitant growth of tariffs. This is exactly what the government should think about, so that the life of pensioners and poor citizens becomes a bit more comfortable.

Participation in the legislative process

During the last year Burkov took part in the preparation of a number of bills. For example, amendments to the laws regulating the activities of the Central Bank of Russia, parliamentary control, banks and the banking sector are proposed; To the Criminal Code of the Russian Federation - on toughening penalties for activities in the sphere of alcohol treatment that do not meet the criteria of safety and health of the population, as well as on strengthening the responsibility of persons engaged in the recovery of arrears.
