This day was introduced so that the child avoided a long stay in the open air, especially without accompanying adults. This is especially true for residents of the Yamal-Nenets, Khanty-Mansiysk Autonomous District and other relevant regions in Russia. Most recently, in the winter, for example, such a news sounded: "Acting Surgut - until November 18, primary school students are recommended to stay at home." There was even a schedule of announcements in the mornings on radio and television about whether the day was activated or not.

The announcement of this day depended not only on the temperature, but also on the age of the children, as well as on hydrometeorological conditions. Here is an example of an activation for school classes:

  • If the temperature is at -35 ° C or lower, or at -30 ° C, the wind speed reaches 5 m / s or more, then students from grades 1 to 4 are exempt from school.
  • If the temperature is -37 ° C or lower, or at -32 ° C there is a wind speed of 5 m / s, then students from grades 5 to 8 are exempt from school.
  • If the temperature is -40 ° C or lower, or at -35 ° C, there is a wind speed of 5 m / s or more, then students from 9 to 11 (12) class are exempt from classes.

Acting was declared in complex hydrometeorological periods:

  • For example, in conditions of strong wind at an average speed of 15 to 20 meters per second or gusts of more than 25 meters per second.
  • In case of heavy rain with a precipitation amount of 50 mm within 12 hours, an activated day was also declared.
  • In addition, with heavy rainfall, if the amount of precipitation was 30 mm per hour, lasting from 2 to 5 days, as well as in the case of continuous rain lasting more than 3 days, with the probability of further consequences for the territories.

In winter, the reason for such periods could be a hail of 20 mm diameter of any duration in time. Heavy snowfall for 12 hours, snow falling to 150 mm or a long blizzard with a general or bottom blizzard and visibility range of only 500 meters, with a wind speed of 15 meters per second.

How about adults do not forget?

History shows that the acted day was also determined for workers. Resolution No. 365 "On outdoor work in the cold season" of December 23, 1958, the Council of Ministers of the Komi ASSR and the regional Council of Trade Unions set the temperature limits for adults with activated days. This document states that if the temperature is below -40 ° C at a wind speed of up to 2 m / s, no open-air operations are performed. The same happens in the following cases:

  • At a temperature of -35 ° C - with a wind increase of up to 5 m / s;
  • At 6-10 m / s - up to -30 ° C;
  • At 11-15 m / s - up to -20 ° C;
  • At 16 m / s and more - up to -15 ° C.

Some experienced experts can easily determine the wind speed even "by eye". So, if thin trunks of trees are shaken, then the wind speed is about 8-11 m / s. If thick branches are swaying or the telegraph wire is "buzzing", then it is already 11-14 m / s, and activation is expected (which such a word means, in fact, is understandable).

By the way, when working at an altitude of -30 ° C, if the wind speed is up to 5 m / s, or -25 ° C, if the wind speed is 6 m / s and above, it is necessary to stop operations, including on a support or roof . If the temperature is -30 ° C to -40 ° C, then the working day is reduced by one hour, and the periods of the break for warming are due to working time. The administration of the enterprise can change the nature of the work, even without considering the skills of the worker in the event of extreme weather conditions.

How to deal with unfavorable weather conditions?

To date, the activation (what is and how to be with it, it is already clear) is not officially announced. Announcements about it have ceased since January 15, 2015. Classes in general education establishments should be held in all weathers. But having learned the unfavorable forecast of the day, parents of children or their legal representatives have the right to decide whether to lead the child to school, and even more so in kindergarten.

To help in making this decision, several degrees of unfavorable weather conditions are reported, reported in the weather forecast instead of the activation:

  • The first degree concerns pupils of grades 1-4;
  • The second - 1-8 classes;
  • The third - 1-11 classes.
